FINANCIAL MANAGEMENT AND FINANCIAL OPERATIONS (FMO) SUPPORT SERVICES BLANKET PURCHASE AGREEMENT (BPA)

This follow-on BPA is a re-compete of an existing DHS-Wide Financial Management and Operation (FMO) Support Service BPA. The U.S. Department Homeland Security (DHS) Office of the Chief Financial Officer (OCFO) has a continued need to re-establish and re-compete a Multiple-Award Blanket Purchase Agreement (BPA) to provide DHS/OCFO with Financial Management and Financial Operations support services. Award of this BPA will assist DHS in continuing its success in achieving a clean financial statement audit opinion and move towards a clean opinion on internal controls. Additionally, ordering off of this BPA will be centralized to DHS OCFO Headquarters. Contractor support under awarded calls may include some or all of the services described below. Documenting DHS OCFO's annual planning process to determine the scope of DHS financial management initiatives that will support the Department's efforts to obtain a financial statement audit opinion, with the ultimate goal of a clean audit opinion; Assist in preparing the Annual Financial Report (AFR), which includes audited financial statements and other information required by OMB; Conducting analyses and producing recommendations for FO/FM review and approval regarding budgetary and performance information; and Preparing and reviewing documentation, and generating reports, for government review and approval, to meet DHS Financial Accountability Act (FAA) and OMB A-123 and A-136 compliance requirements, or other financial report requirements as identified by management.
