Entity List Support

The Uyghur Forced Labor Prevention Act (UFLPA) was enacted on December 23, 2021, to strengthen the existing prohibition against the importation of goods made wholly or in part with forced labor into the United States and to end the systematic use of forced labor in the Xinjiang Uyghur Autonomous Region (Xinjiang) of the People s Republic of China (PRC). The UFLPA charged the Forced Labor Enforcement Task Force (FLETF) and DHS with preventing the importation into the United States of goods mined, produced, or manufactured wholly or in part with forced labor in the PRC, and in 2023, the Department stood up the Entity List office within the Office of Strategy, Policy, and Plans to recommend entities for addition to the UFLPA Entity List. The Entity List office is at the heart of ensuring the success of the UFLPA and achieving one of the Department s highest priorities - preventing the importation of goods made with forced labor by maximizing the UFLPA s impact and by expanding the UFLPA Entity List. This Statement of Work (SOW) requests the Contractor to provide the Entity List office with personnel capable of carrying out its critical mission of maximizing the UFLPA s impact and expanding the UFLPA Entity List, which depends on substantial research and analysis related to forced labor in the XUAR. The Contractor will draft, prepare, review, and submit Entity List recommendation packages for consideration and approval by the FLETF. In addition, the Contractor will support the Entity List office with administrative support services to manage briefings, meetings, timelines, schedules, and deadlines for the Entity List team.
