Description
On August 6, 2024, the Crow Indian Reservation was struck by severe storms and straight-line winds up to 78 mph, causing extensive home damage, displacing families, and worsening an already critical housing shortage. A Major Disaster Declaration designating Individual Assistance was issued on November 14, 2024. Under Section 408(c)(3) of the Stafford Act (42 U.S.C. 5174), FEMA is authorized to construct, acquire, and provide permanent or semi-permanent housing when other assistance is not feasible or cost-effective; this authority will be used to procure code-compliant manufactured housing units and tiny homes as permanent replacements. Consistent with this authority, on June 16, 2025, FEMA approved Permanent Housing Construction Replacement for the Crow Tribe of Montana, and on July 31, 2025, FEMA approved the business case and formally approved the Permanent Housing Replacement program.
