Description
The existing Kuahua Truck Load Rack (S582) and accompanying canopy (493) at Joint Base Pearl Harbor-Hickam is incapable of safely meeting operational demands and supporting the mission. The load rack is the primary support for all Pacific sites located on Oahu, which support four (4) different products, F-76, F-24, JP-5 and FOR. The Pacific sites include USCG Barbers Point, MCBH Kaneohe Bay, Schofield Superstation and Wheeler Army Airfield. The facility has both loading and offloading capabilities for all four types of product, with multiple fuel source capabilities. Due to outdated design and fuel components, this facility requires an overhaul. NAVSUP FLCPH is seeking repairs to facility to bring in line with current codes, technologies, and industry standards; some of the identified repairs are as follows. The fill stand is currently located in a trench that is inefficient and requires constant repair and maintenance and is open to elements. Existing canopy support structure is all that remains of the canopy, no cover left to protect the facility. Lack of cover has accelerated the degradation of the facility. Fuel additive injection system has failed. Overfill prevention system is outdated. Parking for fuel trucks will also need to be examined as the existing containment does not seem to be up to code. Additionally, the routing of fuel trucks may need to be examined to allow for pull-through operations as required. The records building requires repair. Lastly, security of the facility and automation of egress gates will need to be researched. Requesting Design Team to determine best approach for repairing the existing truck load rack facility to meet operational requirements in accordance with applicable County, State, and Federal guidelines. Work to include design and repairs to facility and coordination with agencies for tie-in with existing AFHE, fire protection, and security systems.
