Developmental Test and Evaluation for Air Cargo Screening Support

This action will be competed under the TSL's Research and Development, Developmental Test and Evaluation (RDDT&E) indefinite-delivery, indefinite-quantity contract. The scope of this includes Test and Evalutation of two prototype air cargo screening systems, screener assist software tools and up to four third-party ATR. Under this effort the contractor staff will augment a federal workforce to perform initial benchmark and final technical image quality and penetration assessments of palletized/skid screening systems that utilize computed tomography (CT) technologies and neutron imaging for the S&T Air Cargo program, monitor factory acceptance testing of palletized/skid screening systems, perform limited readiness assessments for potential acceptance to the Transportation Security Administration (TSA) Air Cargo Screening Technology List (ACSTL), provide readiness assistance to a third-party ATR developer by suppling image data for ATR training, and perform limited technical assessments of third-party ATR. The Contractor shall support federal staff by providing test and evaluation plans (TEPs), data collection run orders, purchasing support of materials for testing, coordinating the shipment of image quality phantoms and other test articles, image collection support of government images for image quality and penetration performance evaluations, data archiving support, image and performance analysis support, and test and evaluation reports (TERs) for each prototype cargo scanners and third-party ATRs evaluated.
