Construct open concept 500 spaces parking structure(s), to include roadway and Pedestrian access expansion and Pedestrian access, at the nearest vicinity servicing Delta Pier, located outside of the PIDAS and outside of the Delta Pier Entry Control Point (ECP), within NBK-Bangor Washington. The new parking facilities will be utilized by Waterfront Restricted Area (WRA) users' and their POVs respectively.
Justification Narrative:
Ballistic Missile Submarines (SSBNs) form one leg of the nuclear deterrence triad. This mission requires that SSBNs maximize time at sea for strategic patrols. Consequently, SSBN maintenance activities are structured to keep patrols on schedule and to ensure submarines can remain at sea for the entire duration of their patrol. The SSBN deployment cycle includes an at-sea patrol followed by a pier side refit. After every fourth patrol the submarine is dry-docked for an extended refit. All pier side and dry-dock refits for the Pacific Fleet occur at TRF Bangor. Each refit includes a unique set of industrial actions tailored to meet the specific conditions and maintenance schedule of individual submarines. In addition to scheduled maintenance, each refit period includes a variable amount of unscheduled maintenance reported by the submarine crew while at sea, as well as emergent work identified by TRF Bangor personnel. Completing all maintenance tasks within the available refit period is essential to maintaining the patrol schedule.
To support the refit mission, TRF Bangor requires immediate and convenient access to the Waterfront Restricted Area (WRA), requiring mission essential resources necessary to complete any scheduled or emergent maintenance actions.
