Description
The Data Analysis Center - Threat Evaluation and Reduction (DAC-TER) Program is a component of NII Division program, within the CBP Office of Field Operations (OFO), that is responsible for: 1) The transfer, storage, and analysis of the data from all nuclear radiation sensors (RPM Radiation Portal Monitor and RIID Radiation Isotope Identifier Device) installed on US borders for purpose of detection of Nuclear/Radiological (N/R) materials and devices, 2) Providing operational and threat awareness tools using N/R sensors data (dashboards, reports etc.) to CBP Agencies, 3) Supporting OFO Non-Intrusive Inspection Division (NIID)-wide integrations of sources of information relevant for OFO mission, 4) Supporting testing and deployments of new sensors and threat detection algorithms developed by DAC-TER 5) Supporting external Agencies, e.g., Countering Weapons of Mass Destruction (CWMD), Laboratories of Scientific Services Directorate (LSSD), in developing systems and tools that when ready would be useful in OFO environment. This requirement is related to DAC-TER responsibility #5 above to support CWMD R&D, Acquisition and Deployment Projects on: - Detection of Radiological/Nuclear devices from NII sensors, - Detection of Radiological/Nuclear devices from RPM sensors, - Development and maintenance Artificial Intelligence/Machine Learning (AI/ML) tools for predictive analysis of sensors failure, and - RPM-RP (RPM Replacement Program) data handling and Analytics and Performance Monitoring. The contractor will coordinate with and provide weekly) to the DAC-TER Program Manager (PM), who is the focal point of CWMD efforts, and the Contracting Officer s Representative (COR) to ensure maximum work efficiency of the contractor. Briefings will include the contractor s personnel work assignments, assessment and progress of that work, scheduling, and maintenance of said schedule. The objective of this contract is supporting four CWMD programs, each of which has different PM. DAC-TER s support to CWMD Projects is a multi-agency effort combining CWMD contractors, National Laboratories, and universities. DAC-TER has multiple roles for this group of project participants: - Serves as handler and provider of NII and RPM direct and tangential data to other stakeholders working on software development, - Monitors and advice to other stakeholders during software development to secure that product would be deployable in the field. - Tests quality of delivered (by other stakeholders) software. - Integrates developed software with CBP network and field deployment.
