CWMD SECURING THE CITIES PROGRAM EVALUATION

This requirement will be a BPA Call against GAS MAS OCFO, PA&E EVALUATION SERVICES MULTIPLE AWARD, BLANKET PURCHASE AGREEMENT. The Contractor will provide Program Analysis and Evaluation (PA&E) with evaluation services that result in a rigorously designed and executed evaluation of the Countering Weapons of Mass Destruction Office Securing the Cities (STC) Program. The contractor will conduct a process/implementation evaluation to assess STC s implementation and sustainment (where applicable) across program sites; identify barriers and approaches for addressing them; and capture important practices (identified through good performance on outcome measures) and lessons learned that can be shared with the program community to continuously improve implementation and sustainment. The evaluation will also examine select short term outcomes in relation to implementation practices. The primary purpose of the evaluation is for process improvement, program development, and updates as the program matures and expands to future sites. The Contractor shall assign a team of personnel with the proper skills, expertise, and recent experiences in carrying out rigorous evaluation services and developing the deliverables based on the level of effort and requirements of this BPA Order. The Contractor shall provide all qualified labor, expertise, supervision, materials, transportation, and operations to conduct the work under this task order.
