Description
The purpose of this is to continue the responsibility of securing our nation s transportation systems. Particularly, the Security Assessments Section is tasked with securing the aviation community against the use of Man-Portable Air Defense Systems (MANPADS) against commercial aviation, and countering threats from UAS. Homeland Security Presidential Directives 5 and 7; the Aviation Transportation Security Act of 2001 (ATSA); the Intelligence Reform and Terrorism Prevention Act of 2004; and the TSA Modernization Act of 2018 require us to conduct MANPADS Assessments at airports of high risk in the United States, and foreign airports designated as Last Points of Departure. In addition, the International Civil Aviation Organization (ICAO) Amendment 15 to Annex 17 - Standards and Recommended Practices (approved in 2018), requires members to complete MANPADS Risk Assessments at national airports. In response to established authorities in the Preventing Emerging Threats Act of 2018, TSA, in coordination with DHS and interagency partners, recently developed a Concept of Operations (CONOPS) to address a persistent disruption caused by an UAS at the Core 30 Airports. Under the CONOPS, TSA is identified as the Lead Federal Agency (LFA) for responding to UAS incidents at domestic airports and LE/FAMS has been designated as TSA lead for Counter-UAS (C-UAS) operational activities. Additionally, LE/FAMS has been directed by the TSA Administrator (ADM) to develop plans to conduct various levels of C-UAS threat and vulnerability assessments at U.S. airports, which should ultimately result in the identification and assessment of UAS probable launch areas; regular evaluation of UAS/C-UAS response capabilities and technologies; and, support the development of C-UAS training and operational response plans for field personnel. Supporting LE/FAMS C-UAS unfunded requests will strengthen TSA s LFA role under the Core 30 CONOPS, align LE/FAMS with the TSA C-UAS Roadmap, and enable LE/FAMS to implement C-UAS objectives within Administrator s Intent 2.0.
