Cost Estimation Support Services (CG-SEA-A8)

The requirement (inclusive of, Domestic Icebreakers, Commercial Icebreakers, Homeland Security Cutters, and any shipbuilding programs managed by CG-SEA-A8) is to perform the following tasks: - Evaluate the current domestic icebreaker fleet for possible increases or recapitalization of the heavy, medium and light icebreaker. The fleet facilitates navigation and the uninterrupted flow of commerce throughout the harbors, waterways, and channels within the Great Lakes and ensures the protection of lives and property within the region. - Analyze possible additions to the Homeland Security Cutter (HSC) fleet. The HSC program seeks to gain access to existing commercial Off-Shore Vessels (OSVs) to serve as a force multiplier for Coast Guard maritime border missions, assessing and implementation modifications before deploying the ships. The Cost Estimator contractor for the Program will evaluate the acquisition and maintenance cost of commercial OSVs. - Support Operations and Sustainment (O&S) analysis of icebreaker Storis. The Program accepted the Coast Guard Cutter Storis into the fleet in December 2024. The Program will assess the existing and potential future capabilities, estimate the costs to achieve the selected desired capabilities, and evaluate modifications. - Access cost estimates as part of the Program s current or future mandates.
