Description
Provide skilled information technology labor services to the Coast Guard CG-C5I-Engineering and C5I Service Center Business Operations Division for Agile application development, database maintenance, and custom decision-making tool implementation to improve and modernize technology service delivery to operational Coast Guard units.
Business Governance and Continuous Process Improvement
- Assess strategic landscapes/events impacting Coast Guard C5I service delivery to define, establish, and update long-term strategic objectives.
- Conduct research and analysis for strategic growth planning and execution guidance.
- Engage organizational stakeholders to plan, support and facilitate meetings, determine solutions to stakeholder problems and develop Courses of Action (COA) options to achieve organization goals.
- Provide guidance and execution support in defining and measuring effectiveness of governance efforts and assets, and in continually improving governance effectiveness over time.
- Develop and support Continual Process Improvement (CPI) initiatives by tracking progress, measuring success, and providing training products to support these efforts (for example: Lean Six Sigma White and Yellow Belt training).
- Support and provide guidance adopting maturity models, including conducting organizational analyses to research, develop, and execute action plans detailing steps and progress adopting maturity models and steps organizational components should take to mature capabilities in alignment with maturity models.
- Recommend, develop, and assist in implementing strategies and action plans that optimize adoption and effective organizational change management (OCM).
Business Performance
- Assist in developing, implementing, and routinely updating performance measurement systems, metrics frameworks, and toolsets that deliver capabilities that monitor, control, visualize, and maintain organizational functionality.
- Perform data Extract-Transform-Load (ETL) procedures on disparate data sources, including supporting engagements with both internal and external organizational components in order to consolidate, condition, and validate data, enabling effective performance management for organizational processes, services, and products
- Provide a Database Administrator (DBA) to assist in managing a Structured Query Language (SQL) server(s), developing/running Extract/Transform/Load (ETL) processes, supporting development of organizational Data Warehouses and high-quality database solutions using practices and standards proven effective in Government and industry database administration applications
Knowledge Management
- Assist in maintaining knowledge assets and knowledge libraries and other repositories that facilitate rapid End User access to knowledge assets and artifacts.
- Assist in defining knowledge asset metadata needed to inform and support performance/process improvement and knowledge management.
- Assist in defining, drafting, developing, and updating governance content and standard operating procedures (SOP) for organizational functionality, as well as maintaining and improving online SOP repositories in SharePoint Online and other platforms.
Enterprise Service Management
- Provide technical and workflow development support as the organization transitions Enterprise Service Management Platform (ESMP) tools.
- Assist in developing and updating Service Strategy and Management Plans including Service Prioritization, Risk Analysis and Mitigation, Operational Impact, Service economics and Return on Investments (ROI) Calculations.
