(AE-DBB_18646593) Upgrade Fuels Laboratory to Current Standards, B194, Manchester (DBB-AE)

Deliverable: Provide an DBB-AE Package to Upgrade the fuels laboratory to meet current requirements and improve efficiency. Expand laboratory space by providing additional counter space for testing equipment, correcting HVAC issues, and modifying services to accommodate organized testing sample storage space. JUSTIFICATION: Laboratory facilities at DFSP Manchester do not meet current operational requirements. The laboratory lacks sufficient counter space for many test protocols, and there is insufficient space to accommodate all required testing equipment. Tests for various products are scattered throughout the lab verses placed together in an organized fashion due to space limitations. HVAC system in lab is tied to other building systems and is a patchwork of multiple independent systems, thus operates inefficiently and does not provide adequate heating, cooling and ventilation throughout the facility. This is a D33 facility, thus qualifying for DLA-E POL SRM program funding. Target full design in FY21 and ready for construction funding in FY23.
