Acquisition Support Services for the C5ISC CPD (CG-9143)

Contracting and Procurement Division (CPD) requires onsite contractor support at the Scottsdale, AZ and Portsmouth, VA, CPD locations to assist the CPD. Personnel may be added at both locations if necessary. Services shall include, but are not limited to the following tasks: Pre-Award Phase Support Services ? Providing analysis and documentation support for acquisition alternatives ? Assisting with preparation of FAR Part 6 and Part 16 Justification and Approvals, Determination and Findings, and waivers ? Assisting with market research and preparation of Requests for Information, ? Assisting with pre-solicitation documentation development and analysis; ? Assisting with milestones/schedules and cost/price spreadsheets ? Managing documentation configurations/versions during the Government review/vetting process ? Development of evaluation plans and solicitation packages ? Development of performance measurement plans ? Assisting with development of acquisition plans ? Preparation and analysis of Statements of Work (PWS), Statement of Objectives (SOO) and Performance Work Statements (PWS). Award Phase Support Services ? Providing analysis and documentation ? Providing analysis and documentation support for questions received ? Managing documentation configurations/versions during the Government review/vetting process ? Providing cost/pricing or cost/benefit analysis support ? Providing FOIA request support ? Preparation and assembly of contract files ? Assisting with the preparation of correspondence ? Providing protest support ? Simplified Acquisition Procurement ? Assisting with contractor past performance records Post-Award Phase Support Services ? Providing protest support ? Assisting with preparation for kick-off meetings ? Providing contract administration support (e.g., invoice processing, tracking and receipt of deliverables) ? Small Business Contracting compliance ? Cost/pricing/cost/benefit analysis ? FPDS-NG reporting ? Providing record and file management support ? Preparing routine contract modifications for execution by a Government Contracting Officer ? Supporting contract closeouts ? Record and file management
