Accessible Travel Trailers

FEMA is authorized to provide temporary housing to all eligible disaster survivors. One of the tools that FEMA uses is travel trailers. The agency has looked at the commercial market and determined that there is limited availability of travel trailers that meet the needs of survivors with access and functional needs. This procurement is to initially purchase a single prototype of each of the three models that FEMA is requesting. Once the agency has determined that the prototypes meet the requirements the agency may exercise options to procure additional accessible travel trailers. The variety of potential vendor types, and the fact that the requirement is to build accessible travel trailers leads the market research team to recommend the maximum opportunity for manufacturing and providing accessible travel trailers with the anticipation of multiple awards through full and open competition with a small business reserve, and no restrictions on dealers versus manufacturers, or a combination of both. FEMA believes that this should be a full and open competition with a Small Business Reserve for orders of 25 or less of accessible travel trailers to be reserved for Small Business.
