2026 GARFO PRD / HESD Program Support Services - RECOMPETE

The Government intends to procure scientific and technical services to support the NMFS GARFO Protected Resources and Habitat Ecosystem Services Divisions. This action is a recompete of contract 1305M322FNFFN0138 under Protech at a reduced scope of 55%.The contract is designed to provide up to 15 FTEs with expertise in economic and biological analyses, mariner and fisheries support, and stranding response coordination. These services are critical for fulfilling mission requirements under the Magnuson-Stevens Act, the Endangered Species Act, the Marine Mammal Protection Act, and NEPA across the Maine-Virginia region.For the FY26 base year, we recommend funding 9 FTEs (60% of the total capacity) to cover essential services.
