Description

The Virginia Class Support Equipment program is a critical line item in the Department of the Navy's FY 2026 budget, supporting the operational effectiveness and modernization of the VIRGINIA Class SSN774 submarines. The primary goal of this program is to procure, maintain, and upgrade a comprehensive suite of equipment necessary for the operation, testing, and sustainment of these submarines. This includes both shipboard and shore-based support systems. The program ensures that the fleet remains technologically current and operationally ready throughout its lifecycle.

Major Shore Spares funding is allocated to procure rotatable pool and insurance spares, which are essential for planned maintenance activities during scheduled availabilities. These spares such as high-pressure air compressors, pump/motor assemblies, radar masts, valves, actuators, ventilation fans, and thin line towed array components are managed to reduce equipment turnaround time and minimize the duration of maintenance periods. The rotatable pool approach allows for rapid replacement and refurbishment of critical components. This helps to maintain fleet readiness and reduce operational downtime.

Test and Evaluation (T&E) Equipment is another key objective within this line item. Funding supports the upgrading of afloat acoustic systems required for technical and operational evaluations, as well as the development, procurement, and maintenance of hardware and software for submarine acoustic signature trials. These efforts are coordinated under the Submarine Acoustic Trials Enterprise, which ensures that VIRGINIA Class submarines meet stringent performance and stealth requirements through ongoing testing and evaluation.

VPT Platforms and Intermediate & Depot (I&D) Support Equipment funding addresses the need for Vertical Launch System Peculiar Support Equipment, including All-Up Round Simulators and Ballast Cans. These items are necessary for conducting evaluations and providing operational ballast for the submarines. The program maintains a required platform-to-submarine ratio, with procurement quantities adjusted to sustain this ratio and ensure sufficient inventory for operational needs.

Non-Tactical Data Processing System (NTDPS)-Nosis investments focus on enhancing shipboard information technology capabilities. This includes the deployment of a wireless LAN that provides a ship-wide intranet, supporting electronic correspondence, personnel management, collaborative tools, and access to various Navy support systems. The NTDPS-Nosis upgrades facilitate improved training, maintenance planning, and operational efficiency, while also reducing long-term Operations & Maintenance costs.

Ship Control System (SCS) Technology Modernization funding is directed toward managing obsolescence and upgrading the Fly-By-Wire SCS used for maneuvering VIRGINIA Class submarines. This includes both hardware and software improvements to enhance safety, reliability, and performance, as well as continuous modernization of earlier ships in the class. The program emphasizes Commercial Off-the-Shelf technology refreshment and upgrades for Non-Propulsion Electronic Systems, ensuring that the fleet remains aligned with current technological standards.

Auxiliary equipment funding supports the procurement of ladders, storage containers, escape trunk materials, and other logistical support items necessary for the safe and efficient operation of the submarines. The justification for the FY 2026 request highlights the need for continued procurement and modernization to sustain the viability of the VIRGINIA Class fleet. Increases in funding from FY 2025 to FY 2026 reflect additional material ordering and vendor qualification activities, particularly for upgraded SCS hardware. The program also incorporates cost-saving measures in alignment with Executive Order 14222, promoting government efficiency and cost reduction.
