Description
The Virginia Class Submarine program is focused on enhancing the United States Navy's undersea warfare capabilities through the construction of advanced nuclear-powered attack submarines. These submarines are designed for independent operations or as part of a battle group, offering strategic advantages such as covert striking power and the ability to establish expeditionary forces on land. The program is currently in its fourth Multi-Year Procurement contract, known as Block V, which includes significant upgrades like Acoustic Superiority modifications and the Virginia Payload Module (VPM). These enhancements aim to improve performance and strike capabilities, especially in light of the planned retirement of guided missile submarines in the late 2020s.
For fiscal year 2025, objectives include constructing one Virginia Class Submarine equipped with the VPM and advance procurement for future submarines. Investments are directed towards the Submarine Industrial Base (SIB) to secure construction spares and mitigate schedule risks. This investment supports increased submarine demand through supplier development, infrastructure improvements, workforce development, and strategic outsourcing. Additionally, resources are allocated for completing prior shipbuilding programs and addressing cost overruns from previous contracts.
The program also focuses on incorporating new technologies and systems into its design. Block VI technical baseline updates include adding Low-Cost Conformal Arrays (LCCA) to enhance sonar capabilities. Maintaining a production cadence of two submarines per year is emphasized by ensuring critical sub-tier vendors have access to necessary materials and equipment. This approach helps manage costs and supports long-term procurement strategies.
