Description

The VC-25A Mod program is a line item within the Air Force's Aircraft Procurement budget, specifically under the Modification of Inservice Aircraft activity. This program focuses on the modernization and sustainment of the two VC-25A presidential support aircraft, which are commercial derivatives of the Boeing 747-200 and are commonly known as Air Force One. The primary objective of this program is to ensure that these aircraft remain mission-capable and compliant with evolving national security and operational requirements until their planned replacement by the VC-25B fleet.

One of the key goals of the VC-25A Mod program is to extend the service life of the existing aircraft. The VC-25A fleet was originally purchased in Fiscal Year 1987, modified to meet presidential requirements, and delivered in August 1990. Given the age of these aircraft, ongoing modifications are necessary to maintain their reliability, safety, and operational effectiveness. These upgrades are critical to ensure uninterrupted presidential airlift capability during the transition period before the VC-25B aircraft are fielded.

The program specifically targets several capability enhancements and modifications deemed to be in the national security interest by the Secretary of the Air Force, as authorized under section 2244a of title 10, United States Code. These include the implementation of low latency worldwide data connections, increased aggregated throughput bandwidth, non-space/GPS-based dependent wideband data service, and the integration of the Multi-Role Tactical Common Data Link (MR-TCDL). These upgrades are designed to enhance secure communications, data transfer, and operational flexibility for the presidential mission.

Another significant objective of the VC-25A Mod program is to address Diminishing Manufacturing Sources and Material Shortages (DMSMS). As the aircraft age, certain components and systems become obsolete or difficult to source. Funding within this line item is used to identify, qualify, and procure replacement parts and systems to mitigate these risks. This approach helps ensure continued airworthiness and mission readiness.

Routine service bulletins and low-cost modifications are also funded through this program to maintain compliance with Federal Aviation Administration (FAA) airworthiness certification standards. These activities improve flight safety and enhance the reliability and maintainability of the VC-25A fleet. The program supports both scheduled and unscheduled maintenance actions necessary for the continued operation of these unique aircraft.

In FY 2026, no new funding is requested for the VC-25A Mod line item. Efforts previously funded under this line have been transferred to the OSA-EA Modifications budget line item to consolidate resources and increase funding flexibility. This administrative change is intended to streamline budget management and better align modification efforts with broader Air Force sustainment strategies.
