The Utility Helicopter Mods program, detailed in Line Item 6949AA0480 of the Army's FY 2026 Aircraft Procurement budget, is focused on the modification and modernization of the Army's utility helicopter fleet, specifically the UH-60 Black Hawk and UH-72 Lakota models. The goal of this program is to ensure that these helicopters remain operationally effective, survivable, and capable of supporting a wide range of missions, including air assault, general support, command and control, and medical evacuation (MEDEVAC). The modifications are designed to address emerging threats, improve safety and reliability, and enable the integration of new mission equipment and technologies.

Air Vehicle Improvements represent a significant portion of the Utility Helicopter Mods line. These improvements include structural, powertrain, and aerodynamic upgrades to the airframes. Efforts include the procurement and installation of generators to provide additional electrical power for future systems such as Common Infrared Countermeasure (CIRCM), Degraded Visual Environment (DVE) systems, and advanced communications radios. Other air vehicle improvements involve the conversion of older UH-60A models to the more capable UH-60L configuration, as well as the integration of Engine Inlet Barrier Filters (EIBF) and weight reduction initiatives for the UH-60M tail rotor system. Avionics Upgrades are another key objective of the Utility Helicopter Mods program. These upgrades focus on modernizing the helicopters' communication, navigation, and surveillance systems, as well as addressing hardware and software obsolescence. Efforts include the installation of backup altitude indicators and Electronic Standby Instrument Systems (ESIS), which enhance pilot situational awareness and safety. The program also supports the implementation of a Modular Open Systems Approach (MOSA), which facilitates easier integration of future avionics and mission systems, thereby improving the fleet's adaptability to technological advancements.

Survivability and Safety Upgrades are critical to ensuring the helicopters can operate effectively in contested environments. A major focus is on procuring and installing Upturned Exhaust Systems (UES) for the UH-60M fleet. The UES enhancements provide substantial reductions in infrared (IR) signature, thereby improving survivability against heat-seeking threats. Additional survivability upgrades include the installation of Crashworthy External Fuel Systems (CEFS) and Enhanced Ballistic Armor Protection Systems (EBAPS), which collectively improve crew protection and aircraft resilience. These modifications are justified by the need to counter emerging threats and to maintain the safety of aircrews during both routine and high-risk operations.

Mission Equipment Modifications ensure that the helicopters are equipped to perform a broad spectrum of missions. This includes the integration of external high-speed hoists for MEDEVAC and rescue operations, as well as the development and installation of Load Stability Systems (LSS) and powered ascenders. These mission equipment enhancements are designed to increase the operational flexibility and effectiveness of the utility helicopter fleet, particularly in complex or demanding operational environments.

The Utility Helicopter Mods program is managed by the Army and involves multiple manufacturers, including Honeywell Aerospace and Sikorsky, with production and installation activities occurring at various locations. The FY 2026 base budget request reflects a decrease from previous years, primarily due to the procurement of fewer modification kits. This funding level is intended to sustain ongoing modernization efforts while aligning with the Army's broader aviation strategy and resource constraints.
