Description

The UH-60 Black Hawk L and V Models program is a key line item in the Army's Aircraft Procurement budget, specifically supporting the acquisition and modernization of the Army's primary utility helicopter fleet. The program encompasses procurement activities for both the UH-60L and UH-60V models, which serve as critical assets for air assault, general support, command and control, and aero-medical evacuation missions. Production for the UH-60V began in FY2018, and this variant incorporates an integrated digital map, advanced performance planning tools, and a digital cockpit that shares commonality with the UH-60M model. The goal of the UH-60V program is to provide enhanced situational awareness, improved interoperability, and streamlined training for pilots and crews, leveraging digital technologies to meet current and future mission needs.

For Fiscal Year 2024, the program supports the procurement of helicopters, with funding covering the acquisition of airframes, associated systems, and necessary upgrades to meet Army standards. The program does not include a budget request for FY 2026, reflecting the completion of planned procurement activities for this cycle or a transition to other modernization priorities. The Army continues to evaluate fleet requirements to ensure alignment with evolving operational demands and budget constraints.

Justification for the UH-60 Black Hawk L and V Models program is rooted in statutory requirements and operational necessity. Section 1815 of the FY 2008 National Defense Authorization Act mandates that these helicopters be available for use by both active and reserve components for homeland defense, domestic emergency response, and military support to civil authorities. The Black Hawk's versatility, joint force capability, and ability to operate in adverse conditions make it an indispensable platform for a broad spectrum of missions, including disaster relief and support to civilian agencies.

The program also supports the Army's commitment to interoperability and joint operations, as the UH-60 fleet is designed for 24-hour operations, including night and adverse weather missions. The helicopters can transport a crew of four plus eleven combat-equipped troops or external loads up to 9,000 pounds, providing substantial lift and mobility for tactical and humanitarian operations. These capabilities are essential for maintaining rapid response and operational flexibility in both domestic and overseas contexts.
