The TRUCK, DUMP, 20T (CCE) program, as outlined in budget line item 5862D16001, is a procurement initiative under the Army's Other Procurement appropriation, specifically within the Tactical and Support Vehicles budget activity. The program's primary objective is to acquire the M917A3 Heavy Dump Truck (HDT), a 27-ton vehicle based on a commercial platform, to replace aging dump trucks currently in service. The acquisition supports the Army's modernization goals and addresses critical capability gaps in construction, logistics, and mobility operations for both active and reserve components.

The M917A3 Heavy Dump Truck is designed to meet stringent crew protection and vehicle survivability standards, including compliance with the Long-Term Armor Strategy (LTAS) v3.6 and Mine Resistant Ambush Protected (MRAP) underbody ballistic specifications. This enables the vehicle to operate with or without armor, providing flexibility for deployment in both combat and support roles. The HDT's operational uses include construction and maintenance of main supply routes, logistical facilities, helipads, airfields, landing strips, motor pools, and parking areas. It is also used for transporting and dumping various aggregates and materials in diverse climatic and military environments.

The program's goals are justified by the advanced age and declining readiness of the legacy dump truck fleet, with some vehicles exceeding 50 years of service. Repair parts for older variants are increasingly difficult to obtain, and these trucks are not meeting current Army readiness standards. The Army Acquisition Objective (AAO) for the M917A3 HDT is set at 1,039 vehicles, reflecting the scale of the replacement effort needed to maintain operational effectiveness and support Combatant Commander mission requirements in evolving operational environments.

For FY 2026 Base, the budget supports the procurement of 31 HDTs. This funding enhances debris hauling capabilities, which are essential for mobility, counter-mobility, and survivability of Armored Brigade Combat Teams (ABCTs). The program also aligns with the Joint Concept for Contested Logistics, ensuring that the Army can maintain freedom of maneuver and support during conflict and peacetime operations.

Procurement is managed by the U.S. Army Tank-automotive and Armaments Command (TACOM) in Warren, MI, with vehicles produced by Mack Defense, LLC in Allentown, PA. The acquisition strategy utilizes an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with option years, allowing for flexibility in ordering and delivery schedules. Production lead times and monthly rates are established to ensure timely fielding of vehicles to meet operational demands. Oversight and support are provided through system engineering and logistics management functions.

In addition to procurement, the program includes funding for engineering changes, functional matrix support, testing, documentation, support equipment, fielding, and transportation. These elements ensure that the vehicles are delivered to units fully equipped and ready for immediate operational use. Matrix Functional Support supplements core competencies in engineering and logistics, while system engineering oversight ensures that all technical and operational requirements are met throughout the acquisition process.

The TRUCK, DUMP, 20T (CCE) program supports the National Defense Strategy by prioritizing the maintenance and enhancement of combat commander capabilities. It also fulfills statutory requirements under Section 1815 of the FY 2008 National Defense Authorization Act, enabling use by active and reserve components for homeland defense, domestic emergency response, and military support to civil authorities. The program's approach to procurement and support ensures that the Army's construction and logistics capabilities remain robust and responsive to current and future mission needs.
