The TROJAN program, as outlined in Army budget line item 9704BA0326, is a critical component of the Army's tactical intelligence and electronic warfare infrastructure. Since its inception in 1983, TROJAN has provided direct support to soldiers by enabling remote access to signal environments, thereby enhancing operational readiness and the sustainment of intelligence skills. The program's overarching goal is to equip tactical commanders with the ability to conduct split-based and force protection operations, supporting the full spectrum of military conflict as defined in The Army Plan (TAP) and Army Strategic Planning Guidance.

Within the TROJAN portfolio, the TROJAN NexGEN initiative is a principal focus. NexGEN advances the capability of Army commanders to train and operate in technical and operational signals intelligence (SIGINT), intelligence production, and dissemination. The system's objective is to provide remote access to target environments, allowing split-based operations from secure locations and serving as a gateway to priority intelligence requirements. Funding is allocated for the procurement of hardware and software upgrades, supporting both fixed and mobile collection capabilities. These upgrades are essential for maintaining the operational readiness of key mobilization personnel and ensuring rapid global response capabilities.

The TROJAN SPIRIT - TERMINALS line item represents the procurement and modernization of dedicated, secure, high-capacity communications terminals. These terminals deliver Sensitive Compartmented Information (SCI) data processing and communications, supporting tactical-to-strategic reach-back and split-based operations. Funding is budgeted for the engineering, integration, fielding, and training of Tactical Communications Video-Teleconferencing Capability (TCVC) systems, which are replacing the legacy SPIRIT Phase IV terminals. The TCVC systems consist of a mix of Government Off-the-Shelf (GOTS) and Commercial Off-the-Shelf (COTS) products and are sourced primarily from CACI Technologies, Inc.

The TROJAN Network Control Center (TNCC) and TROJAN Network Operations Center (TNOC) are also key elements of the program, providing the transport infrastructure for the Trojan Family of Systems (FoS). The beginning of TNCC infrastructure modernization is marked by funding that supports interface upgrades to ensure continued secure and reliable communications across Army, Joint Service, and Multi-National warfighters. These upgrades are justified by the need to maintain compatibility with evolving Army standards and to address emerging operational requirements in areas such as Southern Borders and the INDOPACOM Area of Responsibility (AOR).

Procurement quantities for the fiscal year include TCVC systems and associated spares, reflecting a shift in program requirements and an emphasis on standardized Army components. The cost per unit has increased due to inflation and the integration of higher-cost standardized components. All items procured under this line are COTS/GOTS, ensuring rapid fielding and compatibility with existing Army systems. The program's acquisition strategy leverages competitive contracts with CACI Technologies, Inc., with option years extending through future fiscal years.
