The Tomahawk Support Equipment program, detailed in Line Item 5253 of the FY 2026 Navy budget, focuses on procurement, modernization, and sustainment of the mission planning and control infrastructure for the Tomahawk Weapons System (TWS). The primary objectives are to ensure continued operational effectiveness, interoperability, and cybersecurity of the Tomahawk cruise missile system across the Fleet. This line item supports hardware and software upgrades for two major subsystems: the Theater Mission Planning Center (TMPC) and the Tactical Tomahawk Weapons Control System (TTWCS). Together, these subsystems enable precision targeting, mission planning, and strike execution from both surface and subsurface platforms.

The Theater Mission Planning Center (TMPC) is a key segment of the Tomahawk Weapon System, responsible for precision targeting, route planning, mission distribution, and strike management. TMPC is deployed across numerous sites, including Cruise Missile Support Activities, Tomahawk Strike Mission Planning Cells, Carrier Strike Groups, Firing Units, labs, and training classrooms. FY 2026 funding is directed toward upgrading obsolete TMPC hardware and software, ensuring compliance with Department of Defense cybersecurity mandates, and fielding TMPC 7.X while initiating TMPC 8.X development. These upgrades are necessary to maintain robust, resilient, and cyber-survivable mission planning capabilities in response to evolving threats.

TMPC product improvements in FY 2026 include a ground-up redesign of the TMPC system, referred to as TMPC X. This redesign encompasses modern software development practices, improved system performance, integrated cyber protections, and reduced mission planning times. TMPC X will also incorporate cross-domain solution capabilities for data exchange with the Next Generation Mission Planning System, supporting rapid delivery of future TWS requirements. The funding supports ongoing software engineering, modernization of infrastructure, and enhancements to support advanced Tomahawk capabilities such as the Joint Multiple Effects Munitions and Maritime Strike Tomahawk programs.

The Tactical Tomahawk Weapons Control System (TTWCS) is a Software Acquisition Pathway Program that manages multiple fielded software variants for Tomahawk missile control. FY 2026 funding initiates modernization of TTWCS software, including migration from legacy code to contemporary languages, adoption of containerization, middleware, microservices, and modularity upgrades. These efforts are designed to increase system flexibility, improve cybersecurity, and reduce operator workload. TTWCS hardware refreshes are also funded to address obsolescence, supply chain risk, and ensure continued vendor supportability and interoperability with commercial off-the-shelf applications and hardware.

TTWCS product improvement and support activities in FY 2026 include production engineering for kit production, hardware qualification, supply chain risk management, and quality assurance testing. Integrated logistics support is provided for installations onboard surface and submarine firing units, with funding levels adjusted based on ship availability schedules. These activities ensure that TTWCS remains viable, secure, and capable of supporting the evolving needs of Fleet operators in both current and future operational environments.

TMPC production engineering and support funds are allocated for systems engineering, requirements validation, software qualification testing, and user training documentation. Integrated logistics support for TMPC ensures the deployment and sustainment of advanced mission planning capabilities, including support for Maritime Strike Tomahawk and Tomahawk Modernization programs. FY 2026 funding continues installations of TMPC 7.X at various operational and training sites, with a focus on improving mission planning timelines, cybersecurity hardening, and system recovery capabilities.
