Description

The Three Dimensional Long-Range Radar (3DELRR) program, as outlined in Program Element PE 0207455F, is a United States Air Force (USAF) initiative focused on developing and fielding the AN/TPY-4 radar system. This system is intended to replace the aging AN/TPS-75 radar, which has been in service since the early 1970s and is now considered outdated and unsustainable. The primary goal of the 3DELRR program is to provide the USAF and Joint Forces with a modern, ground-based, long-range radar capable of detecting, identifying, tracking, and reporting aerial targets with improved accuracy and reliability.

The project specifically aims to deliver the AN/TPY-4 radar and its associated ground support equipment, such as prime movers, generators, and mission support items. Objectives include enhancing detection and tracking capabilities for highly maneuverable, low radar cross-section airborne targets, and providing a real-time, high-quality air picture to support airspace control under diverse operational and environmental conditions. The program also seeks to improve the system's reliability, maintainability, transportability, survivability, and sustainability compared to legacy systems.

A key focus of the FY 2026 budget is continued system capability development, particularly in the area of electronic protection (EP) techniques. These efforts are intended to ensure the radar's resilience against modern electronic warfare threats. The program also includes the development of decoy capabilities, ongoing software updates, and non-recurring engineering activities to address deficiencies identified during testing. This approach supports the goal of delivering a robust and adaptable radar system that can meet current and emerging operational requirements.

Another significant objective is the execution of government-led developmental, operational, and integration test and evaluation activities. In FY 2026, the program will continue integrated test and evaluation to characterize system performance and will begin Initial Operational Test and Evaluation (IOT&E) to inform fielding decisions. These activities are critical for validating the system's effectiveness and suitability for operational use, as well as for identifying any further improvements needed prior to full-rate production and deployment.

The program's acquisition strategy has evolved to support rapid prototyping and fielding. Initially designated as a Middle Tier of Acquisition Rapid Prototyping effort, the 3DELRR program used competitive prototype demonstrations and Other Transactional Agreements to accelerate development. In 2022, the program transitioned to a Rapid Fielding effort, allowing for the production of initial units. The program is expected to move to a Major Capability Acquisition status in FY 2026, reflecting its maturity and readiness for broader deployment.

Funding for the 3DELRR program in FY 2026 is allocated across several key areas, including the TPY-4 prime contract for system development and test support, system engineering support, and test and evaluation activities. Additional funds support program management. These investments are designed to ensure the successful transition of the 3DELRR system from development to operational capability.
