Description

The LI 0204TACVEH - TACTICAL VEHICLES program, managed by United States Special Operations Command (USSOCOM), is designed to procure, modify, and support specialized ground tactical vehicles for Special Operations Forces (SOF). These vehicles are essential for a wide range of SOF missions, including Unconventional Warfare, Foreign Internal Defense, Special Reconnaissance, Counterterrorism, Counter-Proliferation, and Direct Action. The program's overarching goal is to ensure SOF units have access to highly capable, mission-tailored vehicles that enable freedom of maneuver and survivability in complex operational environments.

Non-Standard Commercial Vehicle (NSCV) procurement is a major component of this line item. NSCVs are selected for their ability to blend into local environments, providing SOF operators with low-signature mobility while incorporating SO-peculiar (SO-p) modifications. These modifications include armor for protection, electronic countermeasures, advanced communications suites, and enhanced vehicular systems. The program funds procurement of Armored and Unarmored NSCVs, SO-p mod kits, and associated production and fielding support. The Overseas Operations Costs portion supports the acquisition of additional Armored NSCVs and mod kits, ensuring continued operational capability in deployed locations.

Joint Light Tactical Vehicle (JLTV) efforts focus on equipping SOF units with vehicles that offer improved mobility, durability, and survivability compared to legacy platforms such as the HMMWV. USSOCOM receives JLTVs from the services and procures SO-p modification kits to adapt these vehicles for SOF-specific requirements. These kits enable integration of crew-served weapons, C4ISR systems, and electronic countermeasures, enhancing safety, lethality, and effectiveness. The program funds JLTV SO-p mod kits and related production and fielding support, ensuring interoperability and mission readiness for SOF formations.

Infantry Squad Vehicle (ISV) Bolt-on/Bolt-off Modification Kits are procured to enhance the ground mobility of Ranger Battalions during crisis response and joint forcible entry missions. These kits maximize mobility options in increasingly contested environments, supporting rapid deployment and operational flexibility. The program funds ISV SO-p mod kits and associated production and fielding support, directly contributing to the operational effectiveness of SOF units in complex scenarios.

Ground Mobility Vehicle (GMV) 1.1 is a USSOCOM-specific platform designed for high-priority missions requiring internal transportability by rotary wing aircraft. The program funds mission configuration kits that improve reliability, safety, survivability, and vehicle performance, thereby increasing operator productivity. Congressional adds in prior years have supported the procurement of additional GMV 1.1 vehicles and modification kits, reflecting ongoing requirements for specialized mobility solutions within SOF.

Across all vehicle categories, the program also funds SO-p modification kits, production and fielding support, and initial spares to ensure sustained operational readiness. These investments are justified by the need to maintain a modern, flexible, and survivable fleet tailored to the unique demands of SOF missions worldwide. Inflationary pressures in the automotive industry have also influenced cost projections, particularly for NSCV procurement, necessitating adjustments to maintain capability and readiness.
