Description

The Tactical Electric Power Recapitalization program is a key Army initiative focused on modernizing and sustaining the Army's deployable power generation and distribution capabilities. The primary objective of this program is to recapitalize and upgrade the Deployable Power Generation and Distribution System (DPGDS) Power Unit (PU), which is essential for supporting critical missions such as Air and Missile Defense operations. This recapitalization effort is designed to extend the economic life of these power units, incorporate significant technological advancements from the past 15 years, and reduce emissions by integrating newer EPA Tier engines.

A central goal of the Tactical Electric Power Recapitalization program is to ensure reliable, mission-critical power for the Army/Navy Transportable Radar Surveillance (AN/TPY-2) X-Band Radar in Forward-Based Mode (FBM). These radars play a vital role in the detection, classification, and tracking of ballistic missiles, making the availability of dependable power generation a national security priority. The recapitalized power units also support the Army's only Prime Power Battalion, which is tasked with providing Department of Defense (DoD) support to civil defense and disaster response missions under the National Response Framework (NRF), including climate-related events.

The program specifically focuses on the recapitalization of the MEP-PU-810 power unit, which will be delivered in two variants: the MEP-PU-810C (a towed trailer configuration) and the MEP-PU-810D (a 5th wheel configuration approved for over-the-road use at 55 mph). These variants are designed to be portable, self-contained, and capable of providing electrical power at 4160 Volts Alternating Current (VAC). The units are engineered to operate either as standalone generators or as part of a multi-unit microgrid, with built-in modern controls and an integrated electrical distribution bus. Additionally, the units are hardened against High Altitude Electromagnetic Pulse (HEMP) threats, ensuring resilience in contested environments.

Once fielded, the MEP-PU-810C/D Power Units will serve as the backbone of the Army's DPGDS, enabling the transition from tactical electric power to shore or host nation power sources. The recapitalized units are intended to support not only military operations but also homeland defense missions, domestic emergency responses, and military support to civil authorities, as mandated by Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181). This broad applicability underscores the dual-use nature of the program, supporting both defense and civil contingency operations.

In FY 2025, the Tactical Electric Power Recapitalization program was consolidated into the Generators and Associated Equipment program as part of the Army's Other Procurement, Army (OPA) Budget Line Consolidation. This consolidation aims to streamline procurement processes and enhance the management of generator modernization efforts across the Army. The program's funding supports the procurement of new and recapitalized generator units, with a focus on replacing aging equipment and ensuring the Army's ability to meet current and future operational requirements.

The justification for continued investment in this line item is based on the need to maintain a reliable and modernized tactical electric power capability for both active and reserve components of the Armed Forces. The recapitalization effort not only extends the service life of existing assets but also incorporates advancements that improve efficiency, reduce environmental impact, and enhance operational flexibility. By ensuring the availability of robust power generation and distribution systems, the Army can better support its strategic missile defense assets and fulfill its obligations in support of national defense and civil emergency missions.
