1 - Ships support equipment
Description
Surface Combatant HM&E is designed to support the Navy's in-service Surface Combatants by aligning and identifying Hull, Mechanical & Electrical (HM&E) requirements and shipboard upgrades and equipment. The program aims to provide Class Common Equipment (CCE) to support shorter Regular Overhauls and Selected Restricted Availabilities for the Surface Combatants, including Ship System Components that require long repair turn-around. This includes the procurement and installation of Ship Control Systems (SCS) for both cruisers and destroyers in support of the Fleet Modernization Program. Additionally, the program focuses on implementing solutions for HM&E systems that have parts with impending Diminishing Manufacturing Sources and Material Shortages (DMSMS) impacts, ensuring operational sustainability throughout the life of the system.
The specific objectives of this program include addressing DMSMS issues through after-market manufacturing, bridge-buys, life-of-type buys, modernization through replacement, modification/redesign, and reclamation to ensure operational sustainability of in-service ships. Furthermore, the program aims to provide Ready-For-Issue (RFI) systems and equipment in support of Surface Combatant ship industrial availabilities and to replace major system equipment sustaining battle damage or major failure. It also focuses on providing support for the procurement and installation of Ship Control Systems (SCS) upgrades on both cruisers and destroyers in support of the Fleet Modernization Program. Lastly, it aims to implement energy initiatives that reduce energy usage, enhance operational capabilities, and meet energy reduction goals set by the Chief of Naval Operations (CNO).
