The Strategic Platform Support Equip program, as outlined in Navy Budget Line Item 2676, is focused on the procurement and modernization of non-propulsion electronics equipment for TRIDENT Class submarines. The primary objective of this line item is to replace obsolete hardware and software under the Obsolete Equipment Replacement (OER) Program. This ensures that submarine systems remain supportable, cost-effective, and operationally relevant. The program leverages Commercial-Off-The-Shelf (COTS) technology wherever feasible, provided that all technical requirements are met. This approach reduces maintenance costs and improves system reliability.

One of the key components of this line item is Common Platform Engineering. This effort is dedicated to the engineering activities necessary to maintain and upgrade the foundational electronic architecture aboard strategic submarines. The goal is to ensure that all platform-level systems are compatible with current and future technologies, supporting seamless integration of new subsystems and maintaining interoperability across the fleet. The Combat Control System (CCS) Revision Engineering Certification and Test program is another significant aspect of the Strategic Platform Support Equip line. This program focuses on developing and certifying upgrades to legacy combat control systems to maintain required interface connectivity with other Program Acquisition Resource Manager (PARM)-managed subsystems. It addresses obsolescence issues, responds to modernization initiatives, and incorporates mandated changes such as cybersecurity enhancements. The program includes rigorous system-level testing and certification to ensure that any changes do not negatively impact operational schedules or mission capabilities of TRIDENT submarines.

The SSBN Legacy CCS Modernization initiative is critical for sustaining the operational effectiveness of OHIO Class SSBNs through the end of their service life and enabling the transition to COLUMBIA Class replacements. This program resolves Data Processing Subsystem (DPS) obsolescence and supports the upgrade of legacy combat control systems to the Submarine Warfare Federated Tactical Systems (SWFTS) architecture, aligning SSBNs with SSN and SSGN classes. Upgrades include modifications to fire control, sonar, voyage management, radar, tactical navigation, and periscopes, as well as interfaces to ship sensors and satellite communications. The modernization also involves replacing legacy computers and display units with the Electronic Control Display Unit (ECDU), which is common to newer submarine classes.

Integrated system-level testing and certification is a fundamental objective across all components of the Strategic Platform Support Equip program. This process ensures that new or upgraded systems function as intended when installed on the submarines, maintaining the integrity of the TRIDENT Combat System and supporting uninterrupted mission execution. Testing mitigates risks associated with hardware and software changes, providing assurance to operational commanders and maintenance personnel.

Funding for this line item has been realigned in recent budget cycles, with requirements consolidated under a different budget line as part of a zero-sum transfer directed by OPNAV. This administrative change does not alter the technical scope or objectives of the program but reflects an effort to streamline budget management and reporting. The line item supports ongoing modernization and sustainment efforts, ensuring that strategic submarine platforms remain capable and ready to meet evolving mission requirements.
