Description
The Surface Ship Torpedo Defense (SSTD) program is a critical initiative by the Navy to enhance the defensive capabilities of U.S. surface ships against torpedo threats. The primary objective is to procure and maintain systems like Acoustic Device Countermeasures (ADCs), Countermeasure Anti-Torpedo (CAT), Torpedo Warning System (TWS), and the AN/SLQ-25 NIXIE program. These systems provide soft-kill defense mechanisms, effectively countering incoming torpedoes and ensuring the safety and operational readiness of naval vessels.
A key component of the SSTD program is the ongoing production and procurement of ADCs, which are 3-inch expendable devices serving as a crucial line of defense. The program aims to sustain fleet inventories by replacing older units reaching the end of their shelf life, as determined by the Naval Munitions Requirements Process (NMRP). Additionally, procurement includes Ready and Deep Stowage Lockers for storing these countermeasures on various ship classes such as DDG, CG, and CVN. This ensures that ADCs are readily available for deployment when needed.
The SSTD program also encompasses significant production engineering efforts to support these systems. This includes specification preparation, validation, production planning, and Integrated Logistics Support (ILS) planning. Both in-house engineering support and contractor-led production engineering tasks are essential for maintaining the effectiveness and reliability of ADCs across all surface ships.
Consulting services play a vital role in supporting the SSTD program office with program management, financial oversight, acquisition strategies, contract administration, and engineering management. By integrating these comprehensive support structures, the SSTD program aims to enhance its efficiency and effectiveness in safeguarding naval assets from torpedo threats.
