2040A - Research, Development, Test and Evaluation, Army
Description
The Ronald Reagan Ballistic Missile Defense Test Site is a strategic facility essential for testing and evaluating major Army and Department of Defense acquisition programs. Its unique location and advanced instrumentation systems offer an unparalleled environment for conducting tests vital to national defense. The site supports a wide range of programs, including the Army's missile defense initiatives, the Defense Advanced Research Projects Agency's hypersonic tests, and intercontinental ballistic missile tests for both the Air Force and Navy. Additionally, it contributes to space operations and intelligence data collection for the United States Strategic Command.
A primary objective is to maintain and enhance the test site's capabilities to support various defense-related activities. This involves providing essential management and contracting personnel support, as well as ensuring the availability of critical infrastructure such as fiber optic communication systems. Contractors are funded to perform key operations and maintenance functions for the site's sophisticated radar, optical, telemetry, command/control/communications, safety, and data reduction systems. These systems are integral to collecting high-quality test data that cannot be obtained elsewhere.
The program also supports weapon system assessments for operational effectiveness across multiple military branches, including the Army, Air Force, Navy, and Missile Defense Agency. This involves conducting operational tests for systems like the PATRIOT air defense system and NASA's space experiments. Additionally, resources are allocated to ensure compliance with environmental regulations and to plan for future enhancements that will accommodate evolving Department of Defense test requirements.
In fiscal year 2025, allocations include continued support for civilian pay to manage test operations, travel and training for personnel involved in testing activities, and leasing costs for critical communication infrastructure between Kwajalein Island and Guam. Technical expertise is provided through Federally Funded Research and Development Centers to guide strategic planning and execution at the test site. These efforts ensure that the Ronald Reagan Ballistic Missile Defense Test Site remains a pivotal asset in advancing U.S. defense capabilities.
