Description

The DoD Enterprise Energy Information Management (EEIM) program is a research, development, test, and evaluation initiative managed by the Office of the Secretary of Defense. Its overarching goal is to modernize and integrate the Department of Defense's (DoD) real property and energy management systems. This supports the National Defense Strategy's objectives of building a more lethal force, establishing a robust National Security Innovation Base, and reforming business practices for greater performance and affordability.

The program is structured to improve audit readiness, energy efficiency, real property accountability, and data integration across sustainment business functions.

The Real Property Information Management (RPIM) line item is a central component of EEIM, focusing on the development and deployment of an enterprise-wide platform for managing DoD real property assets. The primary objectives are to achieve and maintain real property accountability as mandated by Executive Orders and Public Law, support audit readiness, and enable life-cycle asset management. The RPIM platform is designed to reconcile data errors, improve data quality, and facilitate interoperability with service-level systems. This provides a comprehensive enterprise view of asset management from acquisition through disposal.

Specific goals for RPIM include the development and maintenance of an enterprise data warehouse, implementation of the Real Property Unique Identifier (RPUID) process, and the establishment of business rules and data standards for real property management. The Assistant Secretary of Defense for Energy, Installations, and Environment (EI&E) oversees these efforts, ensuring that the platform supports reconciliation and audit corrective action plans, links to the DoD's main financial accountability system (ADVANA), and provides real-time data access through web services. These capabilities are intended to enhance decision-making and compliance with federal reporting requirements.

Another significant line item within EEIM is the Clearinghouse, established under Title 10, Section 183a of the U.S. Code. The Clearinghouse serves as the Military Aviation and Installation Assurance Siting Clearinghouse, tasked with reviewing applications for energy and antenna structure projects that may impact military operations. Its objectives are to coordinate DoD reviews of such projects, consult with affected military installations, and develop planning tools to assess the potential impacts on military readiness and operations.

The Clearinghouse also conducts research and development activities, primarily through Federally Funded Research and Development Centers (FFRDCs) and university-affiliated research centers (UARCs). These activities focus on identifying and mitigating adverse impacts of energy projects on military assets, particularly radar systems and operational capabilities. The program seeks to develop and deploy technical solutions to restore and enhance military capabilities while facilitating the continued development of energy projects that support national energy goals.

Funding for both RPIM and the Clearinghouse supports the acquisition of technical subject matter expertise, independent verification and validation, and the development of advanced analytics platforms. The acquisition strategy leverages task orders under the Assistant Secretary of Defense, Acquisition and Sustainment's Analytic & Technical Support Services (ATSS) Indefinite Delivery/Indefinite Quantity (IDIQ) contract to ensure access to specialized skills in real property management, data quality, and mission assurance.
