Description

The Practice Bombs program, detailed in Line Item 0160 of the Department of the Navy's FY 2026 budget, is designed to procure a range of low-cost, inert training munitions for use by Navy and Marine Corps aircraft. The primary objective is to support aircrew, maintenance personnel, and ground attack controllers in developing and maintaining weapons delivery proficiency through realistic training scenarios. By substituting practice bombs for high explosive ordnance, the Navy achieves cost efficiencies and expands training opportunities, especially on ranges where live ordnance is restricted.

The program encompasses procurement of several types of practice bombs, including small practice bombs that simulate the MK-82 low-drag configuration. These are widely used for basic bombing training and are managed by the Joint Munitions Command, the single manager for conventional ammunition. Signal cartridges are also included, providing a visual indication of bomb impact during daytime operations, thereby enhancing training feedback and safety.

The program further includes full-scale inert bombs that replicate the weight, size, center of gravity, and ballistics of their live counterparts. This allows for realistic delivery and handling training without the risks associated with live ordnance. A survivability-improved substitute for one of the penetrator bombs, designed by the Air Force, is also procured.

For advanced training, the program procures rounds that simulate laser-guided bombs, enabling aviators to practice coordination between aircrew and laser designators, as well as delivery options and multi-aircraft tactics. This capability is essential for maintaining proficiency in precision-guided munitions employment, which is a critical skill set for modern combat operations.

The budget line also funds miscellaneous items necessary for the assembly and shipment of practice bombs, such as cables, adapters, lanyards, lugs, nose plugs, inert fill material, control surfaces, bands, strakes, aero panels, dunnage, packaging, and containers. These components ensure the safe handling, transportation, and integration of practice munitions into training operations.

The Product Improvement Program supports ongoing efforts to enhance the design, reliability, and producibility of practice bombs. This includes addressing parts obsolescence, integrating new technologies, and improving platform integration and system reliability. Funds are allocated for calibration and recertification of production gauges, ensuring quality and safety standards are maintained throughout the manufacturing process.

The Practice Bombs program aligns with Navy Title 10 war reserve, operational, training, and test requirements, as outlined in DoD Instruction 3000.04 and OPNAV INST 8011.9. The annual allocation of training munitions via Non-Combat Expenditure Allocation ensures that fleet aviation units can meet their Training & Readiness requirements. Reductions in practice bomb procurement would directly impact fleet readiness, necessitating increased future procurements to restore inventory levels. The FY 2026 request also reflects a minor reduction for Advisory and Assistance Services to promote government efficiency, in accordance with Executive Order 14222.
