Passenger Carrying Vehicles

Passenger Carrying Vehicles is an Air Force procurement line for vehicles that move personnel, support installation security, and transport patients. In the April 2026 justification for the fiscal year (FY) 2027 President's Budget, it appears as line item 821800 under appropriation 3080F, Other Procurement, Air Force; Budget Activity 02, Vehicular Equipment; and Budget Sub Activity 1, Passenger Carrying Vehicles. The line is designated service ready. Although the vehicles are broadly commercial in character, the Air Force identifies distinct missions for the different types.

The vehicle mix includes compact, mid-size, and large sedans; law enforcement and armored sedans; ambulances; and small, transit, large, intra-city motorcoach, and work buses. Ordinary sedans support functions at multiple levels of the Air Force, with a portion dedicated to the Office of Special Investigations (OSI). This breadth lets the line address everyday passenger movement alongside specialized transportation needs. The justification distinguishes the vehicles by their intended use rather than treating them as interchangeable purchases.

Law enforcement sedans carry a heavy-duty component package suited to security and police work. Air Force security forces use them for emergency response, traffic control, patrol duties, and base security operations. Their equipment and assigned responsibilities distinguish them from general-purpose sedans. The line also includes armored sedans, though the justification does not assign them a separate operational role.

Ambulances serve both routine medical transport and more demanding response missions. A bus ambulance is a converted 44-passenger bus configured for mass patient transport during medical emergencies and humanitarian or disaster-relief operations. Modular ambulances are standard commercial models available in 4x2 and 4x4 configurations. They move patients under field conditions, support aircraft crash-rescue operations, and transport patients to and from medical facilities.

The bus portion covers commercial vehicles for a range of mass-transit requirements, from 16-passenger shuttle buses to 52-passenger buses. These vehicles support Air Education and Training Command (AETC) training units, Air Force band organizations, protocol offices, and other missions. The range of capacities allows passenger movement to be matched to different organizational needs, from smaller shuttle trips to larger group transportation.

Procurement under line 821800 was recorded in FY 2025 and FY 2026. The secondary distribution lists 52 vehicles in FY 2025 and 38 in FY 2026: 51 and 37, respectively, for the Air Force, and one in each year for the Air National Guard. It lists no Air Force Reserve vehicles in those years. These distributions describe activity before the FY 2027 budget request, rather than a new FY 2027 purchase.

For FY 2027, the request shows no base or overseas contingency procurement or vehicle quantity under line 821800. The stated justification is that this budget line item was consolidated for the FY 2027 President's Budget into new line item 827000. The Air Force says the consolidation is intended to improve transparency, execution, and long-term planning. Accordingly, the absence of an FY 2027 request on line 821800 reflects the change in budget-line structure, not a stated end to the vehicle missions described above.

The justification also connects work within this program element to a Department of War direction to increase readiness. It says efforts will be prioritized using the National Defense Authorization Act, USAF Force Design, Agile Combat Employment (ACE), and the Defense Planning Guide, and will support collaboration across Combat Readiness Directorate program elements. In addition, its Financial Improvement and Audit Readiness (FIAR) statement says the requirement supports a full financial audit under Title 10, U.S. Code, Chapter 9A, Section 240-D.
