The Other Major Equipment line item in the Defense Threat Reduction Agency (DTRA) budget is designed to support a range of mission-critical procurement and modernization efforts that directly contribute to the United States' ability to counter weapons of mass destruction (CWMD), ensure nuclear arms control compliance, and maintain robust defense infrastructure. This line item, reflected as Line Item 30 in the FY 2026 budget, encompasses both mission management and infrastructure investments.
A central focus of this line item is the recapitalization and upgrade of the U.S. International Monitoring System (IMS) stations, which are essential for the detection, monitoring, and verification of nuclear arms control agreements. The budget supports the procurement of the final next-generation noble-gas system and the recapitalization of a radionuclide particulate system. These upgrades are intended to enhance detection capabilities and strengthen the arms control verification regime, directly supporting both U.S. and Department of Defense objectives for nuclear nonproliferation and treaty compliance.
Modernization of the Defense Stockpile Management System (DSMS) is another key objective. The DSMS is responsible for the tracking, management, and reporting of the U.S. nuclear weapons stockpile, utilizing the Defense Integration and Management of Nuclear Data Services (DIAMONDS) application. Funding will replace end-of-life enterprise server equipment and integrate advanced network encryption, cybersecurity, and artificial intelligence (AI) capabilities. These enhancements are intended to ensure secure, reliable, and modernized information systems that support nuclear weapons accountability and sustainment.
Procurement of the Joint DoD Radiation Detection System (RDS) is also included in this line item. The RDS is used to train service members at the Defense Nuclear Weapons School at Kirtland Air Force Base, enabling realistic training in combined joint radiological environments. The request funds the final procurement of RDS components, replacing legacy systems and ensuring that all service members receive up-to-date training on radiological detection and response. This is critical for readiness in nuclear and radiological incident scenarios.
Information Technology (IT) Infrastructure and Joint Expeditionary Kits (JEKs) are addressed under the infrastructure portion of the budget line. The objective is to maintain high service availability for mission-critical networks, including the Non-classified Internet Protocol Router Network (NIPRNet), Secret Internet Protocol Router Network (SIPRNet), and Joint Worldwide Intelligence Communication System (JWICS). Funds support lifecycle replacement of backend IT infrastructure, technical refresh of JEKs, and consolidation of DTRA mission networks. These efforts include investment in an Agency-wide Development, Security, and Operations (DevSecOps) platform and containerized infrastructure to host CWMD technologies at multiple classification levels.
Material Handling Equipment (MHE) is another component funded by this line item, supporting both domestic and overseas missions. MHE, such as forklifts and other supply-handling equipment, is essential for logistics operations, especially in challenging environments with rocky or unpaved terrain. The budget supports the replacement and modernization of this equipment to reduce maintenance costs and ensure operational efficiency.
