Description

The LI 0203ORD - Ordnance Items <$5M program, managed by United States Special Operations Command (USSOCOM), is a procurement-focused budget line supporting the acquisition of a wide array of munitions and ordnance items for Special Operations Forces (SOF). The primary objective is to ensure SOF units have rapid access to mission-critical ammunition, explosives, and specialized munitions for both combat operations and annual training. The program also maintains required war reserve quantities. This line item is essential for sustaining readiness, enabling innovative operational concepts, and supporting global SOF missions in diverse and contested environments.

Air Delivered Munitions funding supports the procurement of munitions for AC-130 gunships, including 30mm and 105mm rounds and associated fuzes. The goal is to maintain crew readiness and provide combat support through the acquisition of ammunition for tactical and training scenarios. This includes safety certification, Insensitive Munitions (IM) verification, production engineering, and transportation. Quantities are adjusted based on operational and training needs.

Small Caliber Bullets funding covers a broad spectrum of munitions, including U.S. and non-standard foreign ammunition for handguns, rifles, sniper rifles, and machine guns in various calibers. The objective is to replenish munitions expended during real-world operations and training, ensuring SOF units have the necessary firepower to meet evolving mission requirements. The program also supports the procurement of foreign ammunition to enable interoperability and flexibility in joint and coalition operations. Funding adjustments reflect realignments to optimize procurement and meet operational needs.

Demolition, Breaching, and Pyrotechnics funding provides SOF with specialized explosives, breaching devices, diversionary devices, and signaling equipment. The goal is to accelerate the fielding of upgraded and innovative capabilities, targeting adversary vulnerabilities and supporting creative operational concepts. Funding will procure offensive and smoke grenades, training devices, demolition materiel, and flares, replenishing stocks used in operations and training. This ensures SOF units maintain the ability to conduct complex entry, demolition, and signaling tasks in diverse environments.

Shoulder-Fired Munitions and Rockets funding supports the acquisition of unguided and laser-guided munitions, launchers, and rockets for armored vehicle destruction, bunker breaching, anti-personnel operations, and illumination. These systems are critical for SOF units operating without artillery or armor support, extending their range and lethality. Funding will replenish munitions expended in operations and training, with quantities tailored to mission requirements and operational tempo.

Stand-Off Precision Guided Munition (SOPGM) funding is dedicated to acquiring and integrating precision-guided munitions, such as Hellfire modifications and small cruise missiles, onto SOF platforms. The program aims to deliver first-pass lethality, low collateral damage, and dynamic targeting capabilities for lethal strike and armed overwatch missions. Funding will procure Hellfire SPEAR warhead variants and small cruise missiles, supporting global operations in contested environments. The program is designated a Major Capability Acquisition (MCA) and is aligned with DoD directives for rapid capability delivery.

Ground Organic Precision Strike System (GOPSS) funding provides SOF units with organic, man-packable, crew-served, and vehicle-mounted precision strike munitions. The objective is to enable rapid engagement of stationary and moving targets in multi-domain battlefields where close-air support may not be available. Funding will procure VTOL micro munitions, control kits, crew-served munitions, data terminals, fire control kits, spares, and simulators, supporting allocations for Marine and Naval SOF commands. This enhances SOF's ability to conduct precision strikes independently and in contested environments.

Classified Programs funding supports undisclosed efforts essential to SOF mission success. Details are provided under separate cover, but the funding ensures that sensitive and advanced capabilities are maintained and developed to meet emerging threats and operational requirements.
