Description
The Nuclear Command Control and Communications (NC3) program, managed by the Office of the Secretary of Defense, focuses on enhancing the capabilities and management of the NC3 enterprise. The primary goal is to ensure alignment and modernization of NC3 systems, which encompass a wide range of systems, platforms, networks, and applications. This initiative supports the Under Secretary of Defense for Acquisition and Sustainment in their role as Principal Staff Assistant and Capability Portfolio Manager. Key objectives include assessing modernization efforts, monitoring system readiness, identifying performance gaps, and recommending technology upgrades to maintain strategic advantages.
The program also emphasizes developing analytical tools to improve enterprise-level management and risk assessments. These tools are designed to forecast system degradation and plan for capability improvements or replacements. Additionally, it supports data-driven portfolio management by creating processes to assess technical risks across the NC3 enterprise. This effort involves collaboration with various defense entities such as U.S. Strategic Command, the NC3 Enterprise Center, and the Under Secretary of Defense for Research and Engineering.
In terms of accomplishments, the program has conducted detailed analyses to support governance and decision-making within the NC3 framework. It has published directives that provide guidance on responsibilities within the nuclear enterprise and refined quarterly analyses to address programmatic challenges. Furthermore, it has developed a Tech Transition Framework to facilitate technology integration into NC3 systems. Future plans include enhancing security measures for next-generation capabilities and collaborating with agencies like the National Security Agency to certify new technical solutions.
The acquisition strategy for the NC3 program involves utilizing existing contracts to implement capability portfolio management effectively. This includes providing technical expertise for system evaluation and strategic planning while developing necessary analytical tools. The ongoing efforts aim to ensure that NC3 capabilities remain robust, secure, and aligned with strategic priorities across the Department of Defense.
