Description

The Missile Spares/Repair Parts (Initial) program, identified as Line Item 00098A in the Air Force's FY 2026 budget request, is a critical procurement initiative under the Missile Procurement, Air Force appropriation. Its primary goal is to ensure the availability of initial spares and repair parts for newly fielded ballistic and non-ballistic missile systems, including modifications and support equipment. By funding the initial pipeline of spare components, assemblies, and subassemblies, the program supports operational readiness and sustainment for a range of missile platforms as they enter service or undergo significant upgrades.

The program is structured into two main segments: Working Capital Fund (WCF) Spares and Exempt Spares. WCF Spares are procured centrally, with the account reimbursing the WCF upon delivery. This segment covers Readiness Spares Packages, New Acquisition Spares, Modification Spares, Support Equipment, Other Production, and Consumables. Exempt Spares are financed directly through contract authority and include items such as Contractor Logistics Support, Simulators/Trainers, Classified Equipment, and Munitions. This dual approach allows for flexibility in procurement and ensures that both centrally managed and specialized spares are available to support missile systems.

AGM-86 Air Launched Cruise Missile (ALCM) receives targeted funding within this line item to support ongoing Service Life Extension Programs (SLEPs). The objective is to maintain ALCM viability until its planned replacement by the Long Range Stand Off (LRSO) missile. Specific SLEP projects funded include upgrades and replacements for critical components such as the Rotary Switch, Warhead Arming Device, Guided Missile Flight Control, W-10 cable, Fuze Assembly, Inertial Navigation Element, Flight Data Transmitter, Voltage Regulator, and Elevon Actuator Controller. These investments are justified by the need to sustain the ALCM's operational capability and reliability throughout its extended service life.

Joint Air-Surface Standoff Missile (JASSM) and its extended range variant (JASSM-ER) are also supported through this line item. The program funds the procurement of essential initial spares, including seeker assemblies, missile control units (MCU), JASSM Anti-Jam GPS Receivers (JAGR), Electronic Safe and Arm Fuzes (ESAF), Bomb Impact Assessment (BIA) components, and other critical parts. These spares are necessary to maintain the fielded inventory and ensure that JASSM meets Air Combat Command's materiel availability rates, directly supporting mission readiness for long-range strike operations.

Long Range Anti-Ship Missile (LRASM) spares are included to support the Air Force's LRASM program. Funding is allocated for initial spares such as radio frequency seeker (RFS) sensor suites, weapons data link (WDL), missile control units (MCU), power electronics control unit assembly (PECU), ESAF, and other components. The objective is to fill the initial spares pipeline and maintain the availability and reliability of LRASM assets, which are essential for anti-ship missions and maritime strike capabilities.

AIM-120 Advanced Medium Range Air to Air Missile (AMRAAM) and AIM-9 Sidewinder/AIM-9X receive funding for the procurement of components required for depot-level post-warranty repairs and initial spares for all variants. These investments are crucial for sustaining air-to-air missile inventories, enabling timely repairs, and ensuring that operational units have the necessary parts to maintain readiness. The program addresses gaps where repair parts may not be readily available, thus reducing potential downtime for critical air combat assets.

For FY 2026, no funding is requested for MM III Modifications or Small Diameter Bomb (SDB) II within this line item, reflecting current priorities and the status of those programs.
