Description

The Motor Transport Modifications program, as detailed in Line Item 5050 of the FY 2026 Navy/Marine Corps budget, is a comprehensive initiative aimed at upgrading and sustaining the Marine Corps' tactical vehicle fleets. The program's overarching objective is to ensure vehicle reliability, safety, and readiness in support of evolving operational priorities, particularly those associated with Force Design and Littoral Operations in Contested Environments (LOCEs) and Indo-Pacific deployments. The program funds essential modifications, engineering change proposals (ECPs), and safety upgrades across several vehicle families, addressing material safety issues, operational deficiencies, and life-cycle management needs.

Medium Tactical Vehicle Replacement (MTVR) Modifications are a central component of this line item, supporting the integration and installation of modification kits. The goals for MTVR include enhancing crew survivability and operational effectiveness through upgrades such as C4I (Command, Control, Communications, Computers, and Intelligence) systems, weapons mount kits for heavy machine guns, and turret gunner restraint systems. Additional objectives involve installing automatic fire extinguisher systems and fuel efficiency upgrades to reduce logistical burdens and extend operational range. These modifications are justified by the need to maintain the MTVR's viability as the Marine Corps' medium ground lift capability, supporting both combat and humanitarian missions.

Logistics Vehicle System Replacement (LVSR) Modifications focus on improving corrosion protection and implementing transfer case sensor safety upgrades. The LVSR, which serves as the MAGTF heavy lift capability, benefits from these modifications by reducing vehicle downtime due to corrosion and preventing thermal events that could endanger personnel and equipment. The increase in activity from previous years reflects a higher number of safety ECP kits being procured, aligning with the Marine Corps' emphasis on vehicle safety and operational reliability.

Light Tactical Vehicle Modification (LTVM) addresses quality deficiencies, technology and material safety issues, and compliance with environmental and state transportation mandates. The program supports ECP integration to resolve corrosion and other aging-related deficiencies, ensuring the light tactical vehicle fleet remains a viable transportation asset for the Fleet Marine Force. The increase in activity is attributed to a greater need for engineering change orders and integration support as the platforms age and operational requirements evolve.

P-19 Replacement (P-19R) Modifications are centered on enhancing operational safety and vehicle resilience for crash fire rescue operations. Key efforts include the procurement of Forward Looking Infrared (FLIR) systems to improve visibility in fire and smoke conditions, and the integration of Non-Fluorine Foam to meet updated environmental and health standards. These upgrades enable the P-19R fleet to comply with National Fire Protection Association standards and improve firefighter survivability and rescue capabilities in both expeditionary and permanent airfield settings.

Family of Medium/Heavy Tactical Trailers and Ancillary Equipment (FT&AE) supports safety and performance ECPs for medium and heavy trailer fleets. The program's goals include improving corrosion resistance, safety chains, and off-road mobility, particularly for the M870 Heavy Lift trailer and its prime mover, the LVSR. Modifications such as suspension upgrades, central tire inflation systems, and enhanced structural components address identified capability gaps and align with the Commandant's Planning Guidance for a more mobile and reliable Fleet Marine Force.
