MOD OF IN-SVC EQUIP (INTEL SPT)

The MOD OF IN-SVC EQUIP (INTEL SPT) program, as outlined in Army budget line item 9912BZ9750, is focused on the procurement and modernization of in-service intelligence support equipment. This line item falls under the Army's Other Procurement appropriation, specifically within the Communications and Electronics Equipment budget activity. The primary objective of this program is to ensure that Army intelligence units maintain technological superiority and operational readiness by upgrading, modifying, and sustaining signals intelligence (SIGINT) and related systems in response to evolving threats and mission requirements.

Theater SIGINT System (TSIGS) (B99755) is a new start program in FY 2026 under this line item. TSIGS provides Army commanders with a forward-deployable, remotely or locally controlled SIGINT system designed for contingency operations. The system is comprised of the Trojan Soldier Portable Remote Intelligence Group (TSPRING) and Picketline, both of which are currently fielded. FY 2026 funding supports the establishment of a Continuous Integration Continuous Delivery (CI/CD) pipeline, enabling rapid software updates based on direct Soldier feedback.

This approach aims to ensure that TSIGS remains interoperable with other intelligence capabilities, aligns with Intelligence Community (IC) collection priorities, and supports broader Army transformation initiatives such as Transformation in Contact (TiC). The TSIGS program's goals include maintaining operational relevance through timely software integration, supporting logistics development, and providing robust training support packages.

Funding will be used for software licenses, integration, logistics product development, training equipment and services, initial sparing, and contractor management. These investments are intended to optimize the TSIGS product support strategy and ensure that Army intelligence units can effectively respond to near-peer adversaries and emerging operational needs.

Special Purpose Systems (BZ9751) is another key component previously funded under this line item, with a focus on technical insertions for ground-based SIGINT systems. The program's objective is to deliver Government and Commercial Off-the-Shelf (GOTS/COTS) next-generation SIGINT capabilities for the Prophet system, enabling the Army to keep pace with near-peer and emerging threats.

In FY 2026, funding for Special Purpose Systems was transferred to the Electronic Warfare Agile portfolio (BA 6, I32000/I32013) to support Agile Portfolio Management, reflecting a shift in management approach to enhance adaptability and responsiveness. The Special Purpose Systems program supports the integration, interoperability, and modernization of SIGINT capabilities, particularly for Multi-Domain Operations.

It funds hardware and software upgrades, advanced processors, manpack systems, and enhancements to address new signals of interest. This ensures that fielded intelligence systems remain effective in providing force protection and actionable intelligence to Army units.

Prophet Enhanced Modifications (BZ9753) is another line item historically included within MOD OF IN-SVC EQUIP (INTEL SPT), though it has no funding request for FY 2026. This program has previously supported the modernization of Prophet systems through legacy modifications, integration, software engineering, and fielding of enhanced signal processing kits and communications equipment. The goal has been to sustain and upgrade Prophet platforms to ensure continued support for the National Defense Strategy and Army operational requirements.
