Description

The MH-139A Mod program is a key Air Force initiative detailed in budget line item H01061, aimed at modifying and improving the MH-139A helicopter fleet. This program supports the replacement of the aging UH-1N aircraft, which currently exhibit significant capability gaps in speed, range, endurance, payload capacity, and self-protection.

The overarching goal is to enhance vertical airlift capabilities and provide robust support to both the Air Force Global Strike Command (AFGSC) and Air Force Reserve Command (AFRC). These modifications are integral to the Air Force's nuclear enterprise reform initiatives, ensuring that the fleet meets modern operational requirements and mission demands.

The objectives of the MH-139A Mod line item include implementing modifications that address performance enhancements, product improvement solutions, and associated testing efforts. Another important objective is to address Diminishing Manufacturing Sources (DMS) and obsolescence issues. This includes funding for life-of-type or bridge buys, limited to the program of record quantity, to ensure continued availability of essential components and systems.

By proactively managing DMS risks, the Air Force seeks to maintain operational readiness and avoid disruptions in fleet sustainment. The program also supports the procurement of Government Furnished Equipment, trainers, technical publications and data, interim contractor support, and interim supply support, all of which are necessary to field and sustain the modified MH-139A capability.

Within the FY 2026 funding request, a notable new start is the P-3A Mod H139A3, Gun Mount Modification. This effort focuses on engineering change proposals, correction of deficiencies, and performance improvements for delivered aircraft. The gun mount modification is intended to enhance the mission capabilities of the MH-139A, addressing both operational needs and safety requirements. This line item also supports the installation costs associated with these modifications, ensuring that upgrades are fully integrated into the fleet.

The program is managed under Program Element 0102110F and is justified by its alignment with Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181). This legislative mandate underscores the necessity of the MH-139A Mod program for use by both active and reserve components of the Armed Forces. The aircraft support homeland defense missions, domestic emergency responses, and provide military support to civil authorities, making these modifications critical for national security and public safety.
