Description

The MH-139A Program is a key Air Force initiative under Program Element (PE) 0102110F, designed to replace the aging UH-1N helicopter fleet with the modern MH-139A Grey Wolf. The program's primary goal is to address significant mission capability gaps in speed, range, endurance, payload, and survivability, particularly for Air Force Global Strike Command (AFGSC) and Air Force Reserve Command (AFRC). The MH-139A is a critical component of the Air Force's nuclear enterprise reform initiatives, supporting vertical airlift missions and enhancing operational capabilities for nuclear security and other national defense requirements.

The program focuses on the initial development, integration, and testing of the MH-139A helicopter system. This includes funding for test aircraft, System Demonstration Test Article (SDTA) aircraft, support equipment, interim contractor support, training devices, and courseware. The program also covers the integration of non-developmental items such as Identification Friend or Foe (IFF) systems and secure communications, cyber test articles, and government support activities. Key objectives include completion of Engineering and Manufacturing Development (EMD), developmental and live-fire testing, and remedying test deficiencies to ensure the aircraft meets operational requirements.

Another area of focus is addressing capability gaps identified during the initial development and testing phases. This includes the development and integration of solutions for communication and gun system deficiencies, mission planning upgrades, and usability improvements. The program also funds ongoing flight testing to support modernization efforts, respond to emerging threats, and meet evolving mission needs. Additional objectives include obsolescence management, innovation activities, and quick-reaction capability prototypes to accelerate technology transition and future acquisition planning.

A significant portion of funding is allocated to upgrading the Joint Mission Planning System (JMPS), which replaces the current MH-139A mission planning software with a government-owned solution to enhance warfighter efficiency and mission effectiveness. This upgrade is requested by Global Strike Command and is structured as an ACAT III program. The JMPS effort aims to provide the necessary military utility for MH-139A mission sets, supporting strategic planning and operational flexibility.

Another notable objective is the Government Engine Test, which characterizes the PT6C-67C engine through sand and dust ingestion testing. This effort addresses gaps between federal aviation and military standards, providing critical data to resolve a category I deficiency and remove operational flight restrictions imposed by AFGSC. The program also includes Communications System Upgrades to maintain interoperability with defense networks, support DoD modernization goals, and ensure technological superiority in contested environments.

The MH-139A program's acquisition strategy emphasizes the procurement of an airworthiness-certified baseline helicopter with integrated non-developmental items and training systems. The approach is a single step to full capability, leveraging competitive selection for best value and planning for future capability improvements in subsequent production lots. Contracting strategies for RDT&E integration and test activities are tailored to program needs, with a focus on rapid technology insertion and transition.
