The Materials Handling Vehicles program, as outlined in Line Item 825990 of the Air Force's FY2026 budget request, is designed to procure a wide range of vehicles essential for base and depot supply operations. The program's primary goal is to ensure that Air Force installations and units have reliable, modern equipment to support logistics, warehousing, and airfield operations. This includes the acquisition of forklifts, container handlers, baggage conveyors, warehouse tugs, and warehouse cranes, all of which play critical roles in the movement and management of materials across Air Force facilities.

Procurement under this line item is managed by the 441st Vehicle Support Chain Operations Squadron (VSCOS), which uses a priority buy model in accordance with AFI 24-302, Vehicle Management. Quantities and types of vehicles are determined by current mission needs and life cycle analysis. The Container Handlers and Warehouse Cranes segment supports the movement and storage of large cargo containers and heavy materials. These vehicles are vital for maintaining efficient supply chains at Air Force depots and bases, particularly in support of expeditionary operations and distributed air basing strategies. The procurement includes both side-loader container lifts and overhead warehouse cranes, with specific allocations for the Air Force, Air National Guard, and Air Force Reserve as required.

Warehouse Tugs, Conveyor Belts, and Baggage Handling Vehicles are also included to facilitate the internal movement of goods and personnel luggage, especially at airfields and logistics hubs. These vehicles enhance the speed and safety of cargo handling, contributing to overall mission readiness. The program ensures that both electric and diesel-powered tugs are available, as well as conveyor belt systems for efficient baggage and cargo transfer.

The Pacific Resilient Distributed Air Basing initiative is supported through targeted procurement of materials handling vehicles to enable rapid deployment and sustainment of air operations in the Pacific theater. This includes specialized equipment for prepositioning kits and rapid airfield damage repair, reflecting the Air Force's strategic focus on resilience and operational flexibility in contested environments.

The program includes funding for PMA Other Government Costs, which covers the operation of the program office, management oversight, travel, procurement of supplies, and necessary studies. The budget justification notes that unit costs have increased due to supply chain disruptions, inflation, and stricter technical requirements, with some vehicles experiencing significant price hikes. The reporting structure has shifted to vehicle-type categories to improve transparency and accuracy in procurement tracking, and detailed data is maintained by the 441st VSCOS for audit and oversight purposes.
