Description

The Network Tactical Common Data Link (CDL) program is a Navy initiative under budget line item 2950, focused on enhancing the fleet's ability to transmit and receive real-time intelligence, surveillance, and reconnaissance (ISR) data. The program's central goal is to provide warfighters with simultaneous, networked communications capabilities across air, surface, subsurface, and man-portable platforms. This enables the exchange of command and control information such as voice, data, imagery, and full-motion video across joint, service, coalition, and civil networks. These capabilities support both current and next-generation platforms.

The NTCDL System Procurement sub-line focuses on acquiring hardware and software systems that extend the Navy's line-of-sight communications for time-critical strike missions. Procurement objectives include providing horizon extension for line-of-sight systems and supporting multiple, simultaneous operations with in-service CDL-equipped aircraft and unmanned systems. The program justifies these investments by emphasizing the need for timely and secure ISR data exchange to support operational effectiveness in joint and coalition environments. Recent procurements were executed under a multi-year contract extension, with unit prices adjusted due to market rate changes.

The NTCDL Tech Refresh line item addresses the need for modernization and lifecycle management. For future fiscal years, the program plans a technology refresh, transitioning procurement to a smaller-scale system via a follow-on production contract. This tech refresh is intended to ensure that NTCDL systems remain compatible with evolving fleet requirements and emerging operational platforms. The refresh also includes support for ship alteration installation design requirements, ensuring seamless integration with existing and future Navy assets.

The NTCDL Engineering Change Order and Non-Recurring Equipment sub-lines support organic upgrades and modifications to existing NTCDL systems. Objectives include implementing engineering changes to improve system performance, reliability, and interoperability, as well as acquiring non-recurring equipment necessary for system integration and testing. These efforts are designed to maintain NTCDL readiness and adaptability in response to changing operational demands and technological advancements.

The NTCDL Integration Support and Production Support lines provide funding for the technical assistance and production management required to deploy NTCDL systems across the fleet. Integration support covers activities such as system installation, configuration, and validation, while production support ensures efficient manufacturing and delivery of NTCDL units. These objectives are critical for minimizing deployment timelines and maximizing operational availability of NTCDL assets.

The NTCDL DSA (Design Support Activity) and Installation lines fund the design, installation, and alteration activities necessary to implement NTCDL systems on Navy ships and shore facilities. DSA funding supports the development of installation designs and technical documentation, while installation funding covers the actual implementation of NTCDL hardware and software. These objectives are essential for ensuring that NTCDL systems are properly integrated into the fleet's communications infrastructure and are fully operational upon delivery.
