Description

The Common Computer Resources program, as outlined in the Department of the Navy's FY 2026 budget request, is a comprehensive procurement and modernization initiative supporting the Marine Corps' Training and Education Command (TECOM), operational information environments, enterprise IT systems, wargaming capabilities, professional development, and specialized skills training. The program's overarching objective is to ensure that Marine Corps personnel have access to reliable, secure, and modernized computer hardware, software, and network resources that underpin both foundational and emerging mission requirements. Funding is distributed across several distinct sub-programs, each targeting specific operational and educational needs.

Formalized Schools Technical Refresh (FSTR) is the largest component of the Common Computer Resources line item. FSTR is responsible for the technical refresh and standardization of IT equipment in hundreds of TECOM classrooms across numerous Formal Learning Centers, supporting tens of thousands of Marines, Sailors, and recruits annually. The program's goals include providing reliable hardware and software for computer-based training, implementing ubiquitous web access, and integrating advanced curricula such as artificial intelligence, machine learning, and data science. FSTR assets are refreshed on a three- to five-year cycle to prevent obsolescence and ensure compliance with the Marine Corps' Network Modernization Plan, supporting the Commandant's vision for technology-enabled training and education.

Marine Corps Information Operations Program (MCIOP) directs funding toward hardware and software refreshes for Operations in the Information Environment (OIE). MCIOP equips Marine Air-Ground Task Force (MAGTF) commanders with deployable support teams and reach-back capabilities to plan and execute psychological operations, counter malign behavior, and integrate OIE across service, joint, and coalition settings. The program's objectives are to replace antiquated equipment, meet growing operational demands, and enable real-time coordination of information operations, supporting both Marine Corps and Joint Force requirements.

Technology Services Organization (TSO) receives funding to procure and refresh hardware, software, and network devices supporting the Marine Corps' enterprise human resource and financial management systems. TSO maintains critical systems such as the Marine Corps Total Force System, Marine Online, Marine Corps Orders Resource System, and the Marine Corps Financial Integrated Analysis System. The FY 2026 funding supports a technical refresh of the financial analysis database to a modern business intelligence architecture, enhancing data normalization and reporting capabilities. The decrease in funding from the previous year reflects the completion of a major laptop refresh cycle.

Marine Corps Wargaming Capability supports the General Robert B. Neller Center for Wargaming and Analysis. The program's objectives include completing fielding and training documentation for the initial operational capability production system and initiating a rolling technical refresh of infrastructure hardware. Advanced modeling and simulation systems are leveraged to assess operational plans, refine concepts, and inform capability investments. Wargaming results are used to guide education, leadership development, and force design decisions. The decrease in funding from the previous year reflects the completion of the Pioneer solution's installation and integration.

Professional Development and Specialized Skills Training are also supported under this line item. Professional Development funding is used to upgrade network and audio-visual infrastructure at Marine Corps University campuses and Staff Noncommissioned Officer Academies, with a targeted tech refresh of educational assets to modernize professional military education. Specialized Skills Training funding enables Wi-Fi installation and the procurement of student devices at multiple training locations, facilitating access to online materials and supporting classroom and remote learning options. These investments are aimed at preparing Marine leaders for contemporary security challenges and supporting 21st Century Learning initiatives.

Training and Education Headquarters Support provides focused wargames content, training access for the Fleet Marine Force, and establishes a wargaming community of interest. This funding enables the purchase of commercial off-the-shelf wargames and related products to support the Commandant's Planning Guidance for cognitive development and modernization of the Ground Training & Readiness Program. The Common Computer Resources line item reflects a strategic approach to maintaining and advancing the Marine Corps' technological infrastructure, ensuring readiness and adaptability in both educational and operational domains.
