The MANAGEMENT TECHNICAL AND INTERNATIONAL SUPPORT program, under Program Element (PE) 0606853BR, is managed by the Defense Threat Reduction Agency (DTRA) and is a key component of the Department of Defense's (DoD) efforts to enhance Mission Assurance (MA) across the enterprise. The primary objective of this program is to develop and implement advanced analytic capabilities to identify and mitigate risks and threats to the DoD's critical infrastructure, with a particular focus on supporting Surge Layer Defense and the broader MA community as outlined in the Interim National Defense Strategic Guidance (INDSG).
The main line item within this program is the DEFENSE CRITICAL INFRASTRUCTURE - MISSION ASSURANCE project. This initiative is designed to provide comprehensive oversight, program management, and technical support for the Critical Infrastructure Defense Analysis Center (CIDAC) in collaboration with the Office of the Under Secretary of Defense for Policy (OUSD(P)), the U.S. Navy, and the U.S. Air Force. The project's goals include conducting mission analysis, engineering assessments, and commercial infrastructure network interdependency analysis. It also supports information enterprise design and defense industrial base supply chain analysis.
A key objective of the program is to facilitate and document best practices during Joint Mission Assurance Assessments (JMAA), Balanced Survivability Assessments (BSA), and Red Team Assessments. These activities encompass a wide range of focus areas, including dependency analysis, asymmetric threats, cyber operations, general engineering, security operations, and emergency management. By leveraging these assessments, DTRA aims to provide actionable insights and leadership to DoD Components, driving efficiencies and collaborative solutions across the MA enterprise.
For Fiscal Year (FY) 2025 and FY 2026, the program plans to continue providing oversight and management of the CIDAC program, ensuring coordinated efforts with key stakeholders such as OUSD(P), the U.S. Navy, and the U.S. Air Force. The program will also deliver DoD products that support dependency analysis, vulnerability assessments, and risk assessments, which are essential for informed strategic risk decision-making. The development and maintenance of an enterprise knowledge platform will enable advanced outside the wire threat analysis and support the CIDAC's Threats Information Technology Environment, enhancing the DoD's ability to analyze and respond to emerging threats.
The CIDAC plays a crucial role in delivering threat and vulnerability assessments by integrating information from the Intelligence Community, interagency partners, state and local agencies, law enforcement, homeland defense organizations, and the commercial sector. This comprehensive approach ensures that the DoD's strategic risk decision-making processes are informed by a broad spectrum of threat intelligence and analysis, thereby strengthening the resilience of critical defense infrastructure.
The budget for this program element reflects an increase in FY 2026 to support the expansion of onsite assessment activities related to DoD Dependencies.
