Description

The Logistics Information Technology (LOGIT) program, as outlined in Program Element (PE) 0708610F, is a key Air Force initiative under the Research, Development, Test & Evaluation (RDT&E) appropriation. The primary objective of LOGIT is to provide an integrated logistics capability that delivers timely, accurate, and reliable information to decision makers at all levels, supporting the full range of military operations. LOGIT encompasses a portfolio of efforts focused on the transformation, remediation, and modernization of operational logistics systems to enhance efficiency, reduce costs, and ensure compliance with statutory and audit requirements.

Transformation within LOGIT aims to overhaul the Air Force's logistics business processes by eliminating redundant, stovepipe IT systems and transitioning to a more integrated, cloud-based infrastructure. This transformation is guided by Business Process Re-engineering (BPR) and leverages commercial best practices, cloud-native architectures, and Agile development methodologies. The goal is to standardize processes across core logistics functions such as base and depot-level maintenance, supply chain management, and predictive analysis using Transformation Capability Initiatives (TCIs) like the Maintenance, Repair and Overhaul Initiative (MROi), Foundational Logistics Information Technology Enterprise System (FLITES), Supply Capability Initiative, Air Force Product Lifecycle Management Capability Initiative (AF-PLM), and Field Maintenance Capability Initiative.

Remediation and Modernization efforts are focused on updating and consolidating core logistics systems to meet Financial Improvement and Audit Readiness (FIAR) requirements and reduce cybersecurity risks. This includes software upgrades to improve system performance, reduce sustainment costs, and enable compliance with statutory mandates. Key systems targeted for remediation and modernization include the Integrated Logistics System-Supply (ILS-S), Enhanced Technical Information Management System (ETIMS), Integrated Maintenance Data System (IMDS), and Reliability and Maintainability Information System (REMIS). These efforts are critical for achieving auditable financial statements and aligning with the Joint Chiefs of Staff's logistics vision.

Enhanced Technical Information Management System Enhancements (ETIMS Enhancements) is a specific line item under LOGIT, with objectives centered on improving user functionality and supporting electronic Technical Order (TO) distribution and viewing. Planned enhancements include the deployment of a mobile application, improved support for Interactive Electronic Technical Manuals, integration with Technical Order Authoring and Publishing, and the incorporation of classified TOs. The ETIMS modernization also aims to subsume duplicative systems, streamline compliance, and enhance IT modernization.

Transformation Capability Initiative Foundational Logistics Information Technology Enterprise System (FLITES) is designed to provide comprehensive item catalog and provisioning functions for Air Force logistics business systems. FLITES will replace legacy item management systems, serving as the central repository for standardized item data and integrating with other logistics enterprise systems. The program is structured for agile, incremental releases, with a focus on the full replacement of a 50-year-old item management system and continued integration with other logistics platforms. FLITES is also a pilot for agile or iterative development methods under NDAA Section 873.

Supply Capability Initiative seeks to simplify and standardize supply chain processes, providing total asset visibility and improving procurement, order management, inventory management, asset management, and financial management functions. This initiative supports the Air Force's Logistics Capabilities Transformation Plan and is designed to enhance business operations across the logistics enterprise.

Field Maintenance Logistics Capability Initiative (LCI) aims to improve field maintenance capabilities across the Mission Generation Network (MGN) and Repair Network (RN), supporting the Air Force's strategic objectives for 21st-century deterrence and high-end operational readiness. The initiative focuses on standardizing maintenance processes, optimizing resources, and improving asset visibility and documentation to enable more informed decision-making at both the base and enterprise levels.

The LOGIT program is managed by the Air Force Program Executive Office Business and Enterprise Systems (AFPEO-BES), which employs Agile software development and multiple acquisition strategies to deliver capabilities efficiently. The budget request supports ongoing development, testing, and deployment of these initiatives, with an emphasis on leveraging commercial technologies, cloud migration, and continuous integration/deployment to meet evolving operational and audit requirements.
