Description

The Light Tactical Wheeled Vehicles (PE 0604642A) program is a research, development, test, and evaluation (RDT&E) initiative under the Army's System Development & Demonstration budget activity. This program is focused on the modernization and enhancement of the Army's family of light tactical vehicles, specifically the High Mobility Multipurpose Vehicle (HMMWV) and the Infantry Squad Vehicle (ISV). The overarching goal is to improve tactical mobility, survivability, and operational flexibility for Brigade Combat Teams (BCTs), the 75th Ranger Regiment, and other Army units engaged in a wide spectrum of military operations.

HMMWV Occupancy Protection is a key objective within this program element, with efforts directed toward mitigating occupant injuries during rollover events. The program supports the All Belts to Seats (ABTS) initiative, which integrates air bags and air belts to minimize head contact with the roof and doors, thereby enhancing crew safety. A Congressional Add was allocated for the HMMWV Occupancy Protection - STS Work Directive, which will complete additional testing and process an Engineering Change Proposal (ECP) based on the ABTS design developed and tested under Phase I. The Product Director Light Tactical Vehicle (PD LTV) is responsible for this effort, with AM General as the performing contractor.

Infantry Squad Vehicle (ISV) System Enhancements represent another major focus area, with funding dedicated to system enhancements, kit integration, and technical support. The ISV is designed to motorize infantry squads, enabling rapid movement of personnel and equipment across the battlefield. This capability is essential for crisis response, initial entry, and decisive action missions. The ISV is air transportable and deployable worldwide by sea, air, and land, supporting strategic deployment and operational maneuver in accordance with Army and Joint doctrine.

ISV Testing activities are conducted to validate the vehicle's performance and integration of enhancements. These tests are critical for refining operational requirements and gathering early user feedback, which informs future sustainment and operational concepts. The ISV program also supports modernization by investigating technology insertions such as predictive logistics, vetronics, Victory Architecture, autonomous operations, and other emerging technologies and variants.

HMMWV Hybrid Government Management Support provides oversight and support for hybrid electric vehicle initiatives. A significant funding decrease in FY 2026 reflects a reprioritization of resources across the Army portfolio, including reductions for both the electric Light Reconnaissance Vehicle (eLRV) and HMMWV Hybrid projects. No funding is requested for FY 2026, indicating a shift in Army priorities and resource allocation.

The acquisition strategy for the ISV involves a firm fixed-price production contract awarded to General Motors Defense, following successful prototype determination and findings from the Other Transaction Authority (OTA) process. The Army Requirements Oversight Council approved updates to the ISV Capability Development Document, increasing the Army Acquisition Objective to a higher number of vehicles. Additional requirements include support for the 25 Infantry Division Artillery with an ISV Utility 120MM Mortar carrier variant by September 2025, enabling warfighting experimentation and operational flexibility.
