Description

The LI 0970 - LCAC program, as outlined in the Navy's FY 2026 budget justification, focuses on the procurement and sustainment of the Landing Craft, Air Cushion (LCAC) fleet. The LCAC's primary mission is to transport weapons systems, equipment, cargo, and personnel from ship to shore, supporting Marine Air/Ground Task Force operations. The program encompasses both legacy LCACs and the newer LCAC 100 class, with funding allocated for equipment replacement, system upgrades, and spares to maintain operational readiness and fleet capability.

LC001 - LCAC System Upgrades aims to ensure the continued operational effectiveness of the LCAC fleet by procuring and installing critical components. This includes upgrades to command, control, communications, computers, and navigation (C4N) systems, as well as deep skirt replacements. The upgrades are tailored annually to address evolving fleet needs and are executed at Assault Craft Unit FOUR (ACU 4), ACU 5, and Naval Beach Unit SEVEN (NBU 7). The objective is to maintain fleet readiness and extend the service life of existing craft through targeted modernization.

LC002 - Engines addresses the need for reliable propulsion by procuring ETF-40B engines, which are enhanced versions of the TF-40B engines currently in use. These engines are installed on Service Life Extension Program (SLEP) craft to mitigate the risk of catastrophic engine failures and reduce operational downtime. The budget also supports the acquisition of Pack Up Kits (PUKs) for LCAC deployments, ensuring that spare engines are available to meet operational demands and maintain mission capability.

LC007 - Lightweight Armor provides portable ballistic and fragmentation protection for LCAC personnel and critical machinery components. The new armor system is designed for rapid deployment via Container Express (CONEX) boxes, enhancing crew safety and craft survivability in hostile environments. This procurement reflects the Navy's commitment to force protection and adaptability in amphibious operations.

LC008 - Cold Weather Kits are essential for enabling LCAC operations in extreme temperatures, specifically below 50 degrees Fahrenheit. These kits prevent snow and ice accumulation in the main engines, ensuring continued functionality during cold weather deployments. The objective is to maintain operational flexibility and safety across a wide range of environmental conditions.

LC009 - Personnel Transport Module enhances the LCAC's ability to safely transport personnel in amphibious environments. The module provides protection from environmental hazards and improves the comfort and safety of occupants during transit. This capability is critical for supporting rapid troop movements and amphibious assault operations.

LC010 - LCAC 100 Class Major Shore Based Spares (Ship to Shore Connector, SSC) funds the procurement of major equipment with long lead times, such as engines, skirts, composites, auxiliary power units, propellers, ramps, gearboxes, lift fan impellers, and fuel pump and metering units. These spares are necessary to support the new LCAC 100 class craft and ensure sustained operational readiness. The first SSC craft arrived at ACU 4 in FY22, marking a significant milestone in fleet modernization.

LC011 - Trainer System Upgrades and Modernization supports the upgrade and modernization of the LCAC Full Motion Trainer (FMT). The FMT is used to train operators, engineers, navigators, and group commanders in the complex skills required for safe LCAC operation under both normal and casualty conditions. This investment in training infrastructure is intended to enhance crew proficiency and reduce operational risk.

The LI 0970 - LCAC budget line is structured to address immediate fleet sustainment needs, support modernization efforts, and ensure the long-term viability of the Navy's ship-to-shore connector capability. The program is justified by the requirement to maintain readiness, reduce downtime, and enhance the safety and effectiveness of amphibious operations. Funding reductions for advisory and assistance services reflect ongoing efforts to promote efficiency and align with broader government cost-saving initiatives.
