Description

The Joint Targeting Integrated Command and Coordination Suite (JTIC2S) is a research, development, test, and evaluation (RDT&E) program under the Army's System Development & Demonstration (SDD) budget activity. The primary goal of JTIC2S is to develop and deliver a modernized, software-based targeting and fire support management capability for joint and Army operations. This program is designed to replace the legacy Joint Automated Deep Operations Coordination System (JADOCS), which is nearing obsolescence due to its outdated software architecture and code base.

JTIC2S aims to provide a joint fires/targeting common operational picture (COP) that can be used by Army, joint, and coalition partners at multiple echelons. The system will enable commanders to integrate targeting efforts in a federated manner, supporting synchronized targeting and fire support across services. This is essential for enabling Joint All Domain Command and Control (JADC2) and Multi Domain Operations (MDO) against near-peer adversaries. The program aligns with Army priorities for Long Range Precision Fires and Network Modernization.

The program's objectives include the development of a data-centric, interoperable targeting capability that can handle emerging requirements such as new data types and artificial intelligence/machine learning (AI/ML) integration. JTIC2S is a software-only program, employing a Continuous Integration/Continuous Delivery (CI/CD) model. This approach leverages agile development methodologies, DEVSECOPS tools, and human-centered design processes such as Soldier Touch Points (STPs) to iteratively deliver and refine capabilities based on direct user feedback and operational testing.

JTIC2S software development efforts are focused on completing the replacement of JADOCS, integrating joint interoperability requirements, and beginning the incorporation of AI/ML capabilities. The development is managed by C5ISR at Aberdeen Proving Ground, MD, and is structured to ensure rapid prototyping, frequent user engagement, and continuous improvement of the Fires Safety Critical Baseline (FSCB) software.

System engineering and management provide project management, systems integration, engineering development, operations, and safety/information assurance. This includes both matrix and contractor support, ensuring that the program meets technical, operational, and cybersecurity requirements as it matures through the development lifecycle.

JTIC2S test activities are focused on continuous developmental and operational testing, including Soldier Touch Points and exercises to validate the minimum viable product (MVP) and support the integration of joint capabilities and new data types. These testing activities are critical to ensuring that the delivered software meets the needs of the Warfighter and can be effectively integrated into operational environments.

Starting in FY 2026, JTIC2S funding and activities are realigned under the Army's Next Generation Command and Control (NGC2) initiative, specifically within Army Tactical Command & Control Hardware & Software. This transition is intended to eliminate stovepipes, reduce duplication, and provide a unified C2 architecture for the Army. The JTIC2S capability remains critical and will continue to be developed and integrated as part of the broader NGC2 modernization effort, ensuring ongoing relevance to joint and coalition targeting and fire support operations.
