Description
The Joint Strike Fighter (JSF) - EMD program focuses on developing and demonstrating a next-generation family of strike aircraft for the U.S. Navy, Air Force, Marine Corps, and allied nations. The program aims to deliver three variants: the F-35A for conventional takeoff and landing, the F-35B for short takeoff and vertical landing, and the F-35C designed for aircraft carrier operations. These variants are intended to replace older aircraft models such as the F-16, A-10, AV-8B, and F/A-18 while complementing existing platforms like the F-22.

The primary objective is to conduct engineering and manufacturing development tasks that meet validated requirements before transitioning to full-rate production. This involves research, development, testing, and evaluation efforts across all service branches involved in the program. The System Development and Demonstration phase has included producing 20 test articles—comprising six ground test articles and 14 flight test articles—to support these objectives.

Lockheed Martin Aeronautics Company leads the development of the air system under a cost-reimbursement contract, which includes international commonality efforts across airframe, vehicle systems, mission systems, autonomic logistics, systems engineering, and testing. Pratt & Whitney is responsible for developing the F135 propulsion system under a similar contract structure. The program emphasizes international collaboration with partners such as the United Kingdom, Italy, Netherlands, Canada, Australia, Denmark, and Norway participating in various phases.

The acquisition strategy involves transitioning from cost-type contracts during initial production phases to fixed-price procurement contracts as the program moves into full-rate production. This strategy includes performance-based logistics contracts to ensure comprehensive support for delivered aircraft across multiple services and international partners. The program also integrates extensive modeling and simulation efforts to manage risks associated with its complex lifecycle.
